Overview

This is an opportunity to be involved in a massive programme associated with long term UK Defence Strategy. We are looking for people from complex high value public procurement backgrounds who can navigate complex and strategically challenging environments.

Summary:

The Procurement Manager will lead high-value, and high-risk procurement activities, focusing on pre-contract processes through to contract award. This role demands significant experience in managing infrastructure, construction, and partnership frameworks, demonstrating value leadership in delivery. The Procurement Manager will navigate regulated environments, including PCR (Public Contracts Regulations) to manage complex, multi-stakeholder procurement projects.

Strategic Procurement Leadership:
  • Shape and influence strategic procurement plans, guiding stakeholders through complex decision-making and regulatory compliance.
  • Provide leadership and advisory support to stakeholders, promoting value-driven procurement practices and maximising long-term benefits.
Pre-Contract Procurement and Tendering:
  • Lead pre-contract procurement activities from market engagement, specification development, and pre-qualification through to tendering and bid evaluation.
  • Design and manage high-value, complex ITT (Invitation to Tender) processes, ensuring compliance with PCR, UCR, and organisational policies.
  • Develop and implement evaluation criteria, overseeing tender evaluation panels to assess quality, capability, and value for money.
Complex, High-Value Procurement Management:
  • Oversee the procurement of multi-million-pound contracts, ensuring alignment with project goals, budgets, and timelines.
  • Navigate regulated procurement frameworks to deliver large-scale infrastructure projects, ensuring compliance while maximising commercial value.
Regulatory Compliance and Risk Management:
  • Ensure adherence to public procurement regulations, including PCR, UCR, and other statutory requirements for regulated procurement.
  • Manage procurement processes under high-risk, high-complexity conditions, ensuring compliance with open market procurement acts and regulatory boundaries.
  • Demonstrate expertise in regulated procurement routes, including competitive dialogue, negotiated procurement, restricted procedures, and direct awards.
  • Ensure compliance with NEC and JCT contract forms, including effective contract management, dispute resolution, and contract amendments.
Leadership and Advisory Capacity:
  • Lead, mentor, and develop a team of procurement professionals, fostering a culture of excellence, continuous improvement, and professional development.
  • Act as a trusted advisor to senior management and project stakeholders, guiding complex decision-making and strategic planning.
  • Provide thought leadership in procurement strategy, contributing to organisational development and the advancement of procurement maturity.
Key Competencies:
