Freelance Asset Protection Portfolio Manager - Rail
A fantastic opportunity has arisen for an Asset Protection Portfolio Manager to join a leading rail infrastructure team on a temporary basis. This role is based in York with a hybrid working model, requiring at least three days per week on-site. The position is initially for 12 months, with the option to extend, and offers a competitive rate of up to 400 per day, depending on experience.
Key Responsibilities:
- Lead and oversee the development and successful delivery of externally funded schemes.
- Provide expert advice and guidance on third-party engineering activities while building strong relationships with external organisations and utilities.
- Develop sponsorship and project support for asset protection, ensuring all schemes meet defined requirements.
- Establish and maintain effective controls for project delivery, ensuring compliance with contractual agreements and commercial governance.
- Support the development and implementation of strategies for project delivery, sharing best practices and identifying continuous improvement opportunities.
- Engage and manage stakeholder interfaces, ensuring alignment with governance and assurance processes.
- Oversee compliance with Railways Act, Network Licence, and CDM Management procedures for Asset Protection projects.
- Analyse cost recovery success in accordance with legal agreements.
- Lead accident investigations when required.
Essential Experience & Qualifications:
- Chartered Engineer or equivalent experience.
- Strong knowledge of operational railway and railway infrastructure.
- Proven track record in delivering rail projects.
- Registered PRINCE2 Practitioner or equivalent project management qualification.
- Previous experience within Network Rail Asset Protection.
- Excellent stakeholder management and communication skills.
- Leadership experience, including mentorship and team development.
- Strong decision-making skills with the ability to challenge ideas constructively.
- Deep understanding of project commercial requirements, programme controls, and investment practices in the rail industry.
- Extensive knowledge of PACE, CDM Regulations, CSM-RA, and Health & Safety legislation.
- Competency in accident investigation.
