Adecco's specialist Property Services Division are proud to have been commissioned to partner exclusively with Joseph Rowntree Housing Trust (JRHT) to assist them in recruiting a permanent Head of Development for their Asset Management division on to work out of their offices located in York.

JRHT is a provider of housing and care, managing around 2,500 homes across York, North Yorkshire, and parts of the Northeast.

Together with their parent company The Joseph Rowntree Foundation (JRF), they are a charity that strives to inspire the delivery of social change, they form the JRF-JRHT Group with a proud history and heritage stretching back more than 100 years.

Job Purpose

The Head of Development is responsible for leading the development programme of circa 100 properties per annum and motivating and leading the team to provide mixed tenure development schemes. This will involve effective collaboration skills with both internal and external customers delivering a development programme for our future customers.

This role is responsible for the delivery of JRHT's latest Development Strategy. This strategy will ensure the delivery of approx.100 homes per annum, 60% for low-cost rent and 40% for low cost ownership.

Candidate Requirements - Essential

  • Have a qualification in a relevant discipline, e.g. CIH/ RICS - or equivalent by experience.
  • Have excellent verbal and written communication skills, but a particular strength for negotiating, consultation, building external professional relationships and report writing.
  • Experience of delivering new build development programmes in excess of 20m, through the setting up or utilisation of compliant Frameworks or direct tender to market, in line with the Procurement Act.
  • Experienced in managing and mentoring development teams, ensuring high engagement of staff, fostering and creating a positive culture.
  • Experience of setting up development processes and procedures ensuring the organisation is compliant with the audit requirements of the regulator.
  • You will have significant experience of delivering high quality development schemes with practical knowledge of planning requirements, procurement methods and construction delivery. This will include managing complex or challenging projects through from conception to completion, including ensuring road adoptions with the local authority.
  • Have led and managed project teams including consultants, contractors and colleagues to design and drive forward new projects.
  • Know how to network and build productive working relationships and present a positive image of the organisation

Candidate Requirements - Highly Desirable

  • Change Management experience.
  • Experience of delivering housing for all types of sale.
  • Experience of creating partnership developments and Joint Ventures.
