Elevation Procurement & Supply Chain are delighted to be parted with a leading passenger transport provider, seeking to recruit their new Purchasing & Contracts Manager, based at either their York, Leeds or Manchester facilities. Role Purpose:Taking the lead in procurements purchasing and transactional activity, providing an efficient and effective purchasing service to the company, operating as the main purchasing system administrator and advisor for the business and ensuring compliance across the company with all purchasing governance controls and procedures.•Responsible for the maintenance of the Delegated Authority compliance within the Purchasing and procurement systems•Supporting the procurement team and wider business in measurement and management of supply chain performance and assurance•Supporting the development and delivery of best practice contract management in NTL•Working closely with the Procurement function to drive efficiencies and added value opportunities through the supply chain, contracts and purchasing processes and areaDimensions of the role: Business Information: Management and governance of Approx. annual businesses spend - £550mSupport and governance for supply chain- c. 1100 vendorsSpecific Information: Governance and management of No. of Purchase Orders per annum – approx. 19,200Purchasing system owner and licence managementWork closely with the business, procurement and wider finance team to ensure that the purchasing procedures and governance controls are maintained within the purchasing systems and adhered to, ensuring that all purchasing activity is managed in a timely manner, and in accordance with all appropriate internal processes and procedures.Monitor purchasing, contract and spend information to drive compliance to contracted spend and preferred vendors identifying and highlighting potential opportunities for spend consolidation where appropriate.Work closely with the Contract and Relationship Manager to support central contract management and development of supply chain performance metrics and measurement to improve efficiencies and business visibility.Background & Experience required: •Experience in SAP and other purchasing systems is essential•Strong knowledge and experience of procurement and relevant legislation and purchasing processes and controls is essential•Must be IT literate and have good knowledge and experience in using Microsoft Office products ideally•Sound knowledge and experience in working to and managing business control and financial governance processes•Experience of staff management, and training experience also would be beneficial experience of staff management, and training experience also would be beneficial•Experience of working within public sector procurement regulations.
