Deputy Chief of Party

Overview:

The Deputy Chief of Party (DCOP) will work closely with and report to the Chief of Party (COP) to provide technical oversight for the Program. The DCOP will directly oversee the program directions for Human Resources and Finance and Operations.

The DCOP will work closely with the COP, providing sound management in all operational aspects in compliance with USG and Olgoonik policies and procedures. The DCOP will support the COP to develop a strong vision and implementation of the program integrating innovative strategies and delivering on all project objectives. He will support the COP in all technical, operational, and management aspects of the project and ensure that all appropriate reporting requirements are met.

The DCOP will lead the development of the program annual work plans, annual and quarterly reports, and other requests that may come from USAID.The DCOP is responsible for ensuring the final reports are accurate, well-written, and meet expectations.

The DCOP will ensure all actions and interventions adhere to USAID regulations and align with the best global practices.The DCOP will also keep the COP regularly informed on all matters related to the program, and assist the COP in meeting various technical, governmental, company, and USAID deliverables as requested.

The DCOP will be acting as COP in the COPs absence. Olgooniks DCOP will have a good grasp of the technical aspects of the program and be prepared to step in as needed to support the COP while staying apprised of the local context and how to adaptively manage program operations.

The COP and DCOP (as needed) will meet periodically with the COR to guarantee a fully informed cooperation and coordination strategy.

Primary Responsibilities:

  • Working under the supervision of the COP, the DCOP will provide technical and managerial oversight for the execution of the program, including the development and implementation of annual work plans, quarterly and annual reports, and other requests that may come in from USAID.
  • Drafting, editing, and making material contributions to program documents, including but not limited to weekly reports, quarterly and PowerPoint presentations, annual reports, studies, papers, survey instruments, and other operational and related documentation.
  • Maintaining rigorous focus on the achievement of the Program Key Performance Indicators.
  • Managing the implementation and coordination of all on-site and offsite events.
  • Representing the program in meetings with USAID and private and public sector stakeholders as requested by the COP.
  • Other duties assigned on an ad hoc basis by the COP.

Supervisory Responsibilities:

  • Supervise the work of the directions of Human Resources and Finance and Operations to ensure that the program consistently ensures the compliance of USAID and the Guatemalan relevant regulations, as well as highest ethical standards.
  • Emphasizes the importance of communication and teamwork, adheres to USAID technical guidance, and directly contributes to the accomplishment of the program contractual deliverables.

Education and/or Experience:

  • Bachelors degree in business administration, law or related fields, from an accredited university. A masters degree will be considered as an advantage.
  • Minimum of 10 years of experience with progressively increasing responsibility working on development programs in Guatemala
  • Previous working experience with USAID funded programs. Knowledge of USAID and US Government regulations applicable to International Cooperation for Development will be considered an asset.

Knowledge, Skills, and Abilities:

  • Proficiency in Spanish and English. Knowledge of a Mayan Language will be considered an advantage.
  • Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
  • Strong analytical, communication and interpersonal skills.
  • Proficient with Microsoft Suite products including Word, Excel, Access and E-mail business software.
