Specialist Advisor IV: Architect

Overview:

The Architect will support INL/Honduras in support of their mission.

Primary Responsibilities:

Supports INL-H programs to determine construction needs of projects

Develops plans for new facilities, refurbishments, or alterations by analyzing existing spaces, available funding, and future facilities requirements.

Submits preliminary proposals for approval; may make recommendations on major purchases of equipment and materials.

Liaises with Government of Honduras (GOH), international organizations, and other donor country interlocutors under the supervision and guidance of INL program officer(s) and INL- H staff.

Initiates and participates in meetings with Honduras National Police (HNP) Logistics Directorate and other relevant GOH agencies to comply with donation processes related to construction projects.

Participates in relevant Technical Evaluation Panels (TEP) as a non-voting member and reviews cost proposals.

Prepares, revises, and reviews all construction drawings and specifications for approved projects including floor plans, site plans, elevations, section details, electrical, and mechanical plans.

Advises on materials to be used; assists in preparing contract documents (SOWs) used as a basis for requesting bids on projects including estimates of labor and materials (IGCE) to be furnished by contractors.

Checks all plans and specifications to ensure they meet building codes, local regulations, and energy laws. May use Computer Aided Design (CAD) system to prepare plans.

Oversees ongoing and new construction projects to ensure contractors' adherence to plans and specifications.

Responds to problems which arise during construction by providing contractors with additional details or drawings when needed.

Notifies the program officer, program manager, and contractor of any deficiencies in workmanship or materials immediately, and monitors response and repair items as stipulated in the contract.

Notifies the program officer and program manager of any performance or schedule failure by the contractor

Monitor and inspect the contractors technical progress and performance to assure compliance with the contract terms and conditions

Monitors project budgets at each phase of construction

Reviews costs and schedules; supplies information to program officers regarding construction planning and budget.

Reviews professional journals, trade publications, and manufacturers' literature to stay current on materials and practices of the construction industry; reviews government publications to keep abreast with changes and updates in regulations.

Education and/or Experience:

Bachelors degree in architecture.

Minimum of the (10) years of experience in an Architecture or Engineering Firm, with at least one (1) of those with experience preparing Bill of Materials, construction budgets, Cost estimate for projects and one (1) year supervising construction Projects.

Knowledge, Skills, and Abilities:

REQUIRED

FSI level 3/3 in Spanish, with experience conducting briefings in Spanish

Experience on designing, construction detailing, construction procedures, building materials, and systems, involving master planning and project management.

Proficient with graphics software systems including AutoCAD, Adobe Photoshop, Revit, Adobe Creative Suite, and Newform.

Must possess a valid drivers license and be able to complete the U.S. government Incidental Drivers Certification at Post.

Excellent interpersonal, oral, and written communications skills.

Problem-solving experience.

Able to work with minimal supervision under INL Program Officer Guidance and coordination, manages own time effectively, maintains control over all current projects, responsibilities, and deliverables.

Preferred

Desired FSI level 2/2 in English or Basic English

Physical Demands:

  • Must be able to physically and medically perform in a normal office environment. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.
