Security Liaison/Cultural Advisor

Overview:

Under the direction of a DS Special Agent, the security liaison provides language-related and liaison services. This position will be overseas, located in Erbil, Iraq.

Primary Responsibilities:

  • Act as security liaison and interpreter for RSO at meetings with senior police/security personnel and translate correspondence and documents for liaison meetings.
  • Liaise with local police, national security officials, non-governmental security officials and private sector/residential security representatives to keep the RSO informed of any activities or events.
  • Use contacts to facilitate meetings between RSO and local officials. Act as the principal point of contact with local law enforcement organizations for VIP visits (to include POTUS, Cabinet secretaries, former POTUS, Congressional delegations and governors).
  • Serves as the main contact for various USG security services charged with protective duties (facilitates meetings between American agents and senior host country security/police/military).
  • Conduct investigative cross-cultural interviews on behalf of the RSO for the purposes of employment suitability, criminal and administrative investigations. Make recommendations regarding investigative disposition to RSO.
  • All security liaisons must be capable of performing the following duties, as may be assigned at any time:
    • Monitoring (listening to), translating and synopsizing content of real-time oral communications recordings.
    • Transcribing from storage media, but not limited to audiocassettes, videocassettes or digital media and typing in both the required target language(s) and English.
    • Preparing typed English translations from other source media.
    • Performing quality control reviews of completed work.
    • Validating the accuracy of completed translations and transcriptions.
  • Interpreting oral conversations, concurrently/simultaneously.

Education and/or Experience:

  • A minimum of five years experience as a linguist (written and spoken communications) is required. Experience as a security liaison in an overseas environment is highly desired.
  • Experience working in a high-threat environment and experience with U.S. Department of State security operations are strongly preferred.

Knowledge, Skills, and Abilities:

  • Excellent command of both the English and the target language(s), as specified in Exhibit H. Demonstrated language proficiency for English and the target language(s) of at least S4 (speaking) and R4 (reading), as classified by the U.S. Department of States School of Language Studies, or at the Superior level, as classified by the American Council on the Teaching of Foreign Languages (ACTFL). Other equivalent commercial proficiency and testing standards will be accepted if approved by the COR.
  • Knowledge of host country culture, traditions, and customs is highly desirable.
  • Demonstrated ability to deal effectively with individuals or groups from various levels and backgrounds.

Security Clearance:

TOP SECRET Clearance Level Required

  • Must have a current US Government TOP SECRET Personnel Security Clearance
  • Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
  • Must be a U.S. Citizen.
  • Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.

Physical Demands:

The physical demands that will be required inside the work place and for the position. Must lift, will sit, answer the phone, type on a keyboard, move files, etc. The Government reserves the right to require contractor staff travelling overseas to be screened by a physician prior to departure. The overseas screening may certify only that the contractor is fit to travel. Travel to areas with minimal medical support may require a detailed physical examination of the contractor to determine in adequate medical support is available to manage illness or serious medical emergency arising from preexisting conditions such as diabetes or heart disease.

Travel:

Some travel to hostile areas in the Middle East may be required, and some locations may have austere living conditions.
