Police Advisor II: Program Field Coordinator

Overview:

The Program Field Coordinator will support INL/Honduras in support of their mission.

Primary Responsibilities:

Supports, assists, and advises INL to implement projects and programs to aid the GOH to combat rising crime and insecurity.

Assists INL on program strategies and implementation plans within the rubric of current

U.S. assistance and GOH national security strategies and make recommendations to adjust programs and strategies.

Advices on program management, policy guidance, technical assistance, and training in support of host-nation efforts to improve police professionalization and to create a new relationship of trust between the police force and the citizens they serve.

Contributes to progressing reform within the GOH Anti-Gang / Anti-Kidnapping Program.

Assists INL to build the capacity of GOH law enforcement to efficiently, effectively, and transparently investigate and prosecute, if appropriate, criminal cases.

Improves partner nation capacity in delegation, training, case management, communications, human rights, and standard operating procedures.

Assists INL to collect qualitative and quantitative data, to include measurable improvements collected as outcome data.

Provides expertise and assistance to INL to oversee the day-to-day logistical support aspects of the Anti-Gang/Anti-Kidnapping Program and identify problems and issues needing resolution.

Reports on problem areas and pertinent issues with proposed solutions to INL.

Conducts field observations of the GOH National Police (HNP) and other criminal justice officials. Supports the success of the organization by providing clarity on how programs are achieving INL goals.

Provides opportunity for mid-course correction if a program is not achieving its goals.

Increases the ability of INL to respond with greater agility to changing priorities.

Communicate the results of INL programs to justify budget requests.

Provides general administrative assistance to the Program by providing administrative support as needed to include inputs to reports and action items and advice on problems/issues with possible solutions.

Provides logistical support for Program officers to include travel arrangements, housing accommodations, local transportation needs, meals, venue arrangements, and E2 Solutions travel arrangements.

Works with the NCSC (National Center for State Courts) travel office as needed concerning required logistical support and ensures proper documentation is complete.

Assists INL to ensure that work performed will be accomplished within the INL policies and regulations.

Initiates procurements as needed in support of the Anti-Kidnapping Program, Investigations, Forensic Medicine, and Intelligence portfolio.

Files pertinent documents such as reports, analysis results, polygraph results, etc. that are associated with the INL Programs.

Create a work plan per the instructions.

Provides weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, training courses, and other activities, outlining dates and participants.

All other duties as assigned.

Internally and externally contributes to the successful implementation of the Department of States DEIA strategy with a focus on intentionality, transparency, and accountability.

Education and/or Experience:

Bachelors degree in international relations, law enforcement, public policy or related

field (10) years professional law enforcement experience can be substituted).

Fifteen (15) years experience with U.S. law enforcement or military.

Three (3) years of experience working overseas.

Three (3) years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs), experience briefing in Spanish and English.

Knowledge, Skills, and Abilities:

REQUIRED

FSI level 3/3 Spanish, FSI level 2/2 English

Demonstrated successful interpersonal skills with personnel levels from secretaries or entry level police officers to high level police officials, ministers, and directors.

Experience working with quality management processes.

Demonstrated excellent communications skills, both oral and written, in Spanish and English.

Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous tasks while keeping overall objectives in perspective.

Knowledge of the GOH main cities and roads.

Demonstrated vehicle driving proficiency.

Ability to travel by car to many cities in Honduras.

Ability to perform complex gang analysis.

PREFERRED

Demonstrated experience in managing project resources, including project analysis, design, implementation, and evaluation.

Demonstrated prior ability to work independently on projects.

Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.

Physical Demands:

  • Must be able to physically and medically perform in a normal office environment. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Travel:

  • National travel will be required. Candidate must have knowledge of the GOH main cities and roads, demonstrated vehicle driving proficiency, and ability to travel

    by car to many cities in Honduras.

  • International travel may be required
