Program Assistant for Counternarcotic Program

Overview:

The Program Assistant for Counternarcotics Program will support INL/Honduras in support of their mission.

Primary Responsibilities:

Provides assistance to host government to develop and implement effective counternarcotics programming, specifically related to development of tactical units, maritime interdiction, and interagency operations centers.

Works directly with various Government of Honduras (GOH) institutions, including the Honduras National Police, the Ministry of Security, the Honduran Navy, the Public Ministry, and other Honduran institutions as needed.

Keeps the INL/Honduras (INL/H) Program Specialist, Program Manager, Program Officer, INL Director, Deputy Director, and other U.S. personnel, informed and briefed on all matters relating to above mentioned programs.

Provides expertise and assistance to INL/H to oversee the day-to-day logistical support aspects of the programs and identify problem areas and issues needing resolution.

Ensures that work performed will be accomplished within INL policies and regulations.

Ensures that Leahy vetting requirements for programs are being met.

Reports problem areas and pertinent issues with proposed solutions to the INL Program Specialist or Program Manager.

Organizes training venues, acquisition activities, logistical support to activities associated with the program, deliveries to the Government of Honduras, and other programmatic events.

Complete official and unofficial translations of written communication.

Provides detailed administrative assistance to the INL/H Preventative Police Program Specialist and Program Manager.

Provides administrative support as needed to include inputs to reports and action items and advice on problems/issues with possible solutions.

Submits and reconciles travel advances for authorized travelers in E2.

Closes out final vouchers for travelers and recapture any owed expenses.

Works with the NCSC (National Center for State Courts) travel office as needed concerning required logistical support and ensures proper documentation is complete.

Provides relevant information to NCSC to create New Traveler Profiles.

Coordinates with NCSC if hotel and car rental reservations are required.

Submits and reconciles travel advances for authorized travelers in NCSC.

Inputs procurement data in the INL tracking software and maintains entries in the database and other reports.Drafts purchase orders, contracts, vouchers, miscellaneous procurement documents and paperwork including correspondence for the Program Specialists approval.

Tracks the approved budget in accordance with the INL financial system, as well as DOS standards, and regulations, with responsibility for the preparation and submission to INL of all prescribed financial and budget reports.

Works closely with INL finance and budget team to ensure the proper coding for obligation of program monies.

Maintains open, timely, and effective communications with the INL/COR as well as INL/H Program Specialist, Manager, Officer, and Director at the U.S. Embassy in Tegucigalpa, Honduras, building a relationship that proactively addresses potential problems with flexible, workable solutions.

Demonstrates how proposed activities and deliverables contribute to achieving INLs desired goals and impacts; reporting should track progress toward outputs, outcomes, and desired impacts.

Creates workplans as required and as per instructions.May contain timelines, staffing requirements, and key benchmarks for addressing each deliverable.

Provides INL timely reports as relevant events unfold.

Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.

Education and/or Experience:

BA/BS (University degree equivalent)

Five (5) years administrative experience in a professional setting,

Previous government, law enforcement or project management experience preferred,

Knowledge, Skills, and Abilities:

REQUIRED

FSI Level 3/3 English, FSI Level 3/3 Spanish,

Ability to effectively communicate in English and Spanish

Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, ability to learn new software.

Demonstrated excellent communications skills, both oral and written, in Spanish

PREFERRED

Two years of post-secondary coursework or certification in management or administration fields OR two years of work experience in management or administration fields

Advanced English language skills are preferred
