Specialist Advisor IV: CETEP Curriculum Advisor-Comayagua
Overview:
The CETEP Curriculum Advisor-Comayagua, will support INL/Honduras in support of their mission.
Primary Responsibilities:
Provides technical assistance and expertise to the GOH-Secretariat of Security and INL in the operation and continued development of the Specialized Training Academy (CETEP) with current curriculum and advanced specialty courses for investigators, evidence technicians in the Secretariat of Security, prosecutors in the Public Ministry, and judges in the Supreme Justice Court.
Works to encourage participation by other donating parties, to improve and provide training expertise for the Specialized Training Academy (CETEP).
Develops advanced specialty curricula to include report writing, interview techniques, elements of a crime, case management for supervisors, surveillance/counter-surveillance, risk assessment, evidence collection, drug trafficking, and police practices.
Works closely with the Public Ministry and Supreme Court's School of Law to ensure the courses are based on GOH law.
Develops and maintains an assistance plan that will promote effective training practices.
Serves as instructor in his/her areas of expertise
Assists INL to establish collaborative partnerships in the community between the GOH and individuals and organizations to develop solutions to problems and increase trust in the GOH police.
Provides INL with support, including but not limited to taking notes and reporting out to the U.S. Embassy, drafting documents and memoranda, scheduling meetings, providing counsel, etc.
Works with INL advisors to identify training needs of the GOH National Police personnel.
Proposes training options and course availability in Central America or the U.S.
Works with INL advisors on course design and selection of students.
Manages and provides technical expertise on several different assignments to various offices and stakeholders.
Performs complex analysis regarding coordinating with INL, other US entities and GOH ministries.
Keeps INL informed and briefed on all matters relating to Police Education Advisor activities.
Prepares a training plan that makes recommendations for training requirements in the areas that the HNP needs to strengthen the most, such as criminal investigations, crime scene protection, report writing, interview techniques, drug trafficking, management, operations planning, use of force, and respect for human rights.
Works with the EIC Program Manager in providing a Training Plan and proposed budget to INL within two months or award.
Assists INL in providing training to investigators, analysts, prosecutors, judges, and other relevant interlocutors.
Works with INL staff, makes recommendations and provides required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance to meet program objectives.
Provides an Equipment/Supply List to INL listing recommendations within six months of award.
Conducts an assessment on the GOH capabilities/capacity to develop training curricula and capable instructors for the main police education centers.
Develops a plan with timelines and projected funding needs that outlines actions necessary to increase the GOH capacity.
Works with INL to finalize a four-year plan for capacity building.
Provides technical expertise to the GOH to enable them to achieve each phase of the planned capacity building four-year plan.
Creates a work plan per the instructions.
Provides weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, training courses, and other activities, outlining dates and participants.
Education and/or Experience:
Bachelors degree in international relations, law enforcement, public policy, or related field Ten (10) years professional experience can be substituted.
Fifteen (15) years experience in the field of specialty.
Three (3) years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
Five (5) years experience related to citizen security, legal profession, courts, criminology, and/or public administration.
Five (5) years experience in management roles that include strategic planning, resource management, budgeting, oversight, evaluation, and active management of law enforcement, judicial or prosecutorial operations.
Professional work experience as an instructor on any criminal investigation.
Knowledge, Skills, and Abilities:
REQUIRED
FSI level 3/3 Spanish, FSI level 0/0 English,
Experience briefing in Spanish and English.
Demonstrated experience in managing program resources including project analysis, design, implementation, and evaluation.
Demonstrated strong verbal and written skills and ability to present and defend complex analyses and proposals concisely.
Demonstrated ability to work independently on projects and issues within overall policy guidelines.
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Proficient in Microsoft Office Suite
PREFERRED
Bachelors degree in education or in the field of Educational Sciences
Master's degree in the field of Education Sciences
At least five years of experience as an instructor at any level of the Educational System
At least two years of experience in Curriculum Design in the field of Citizen Security
At least two experiences in the elaboration of didactic material for training processes in the field of Citizen Security.
Knowledge of GOH judicial system, including courts, prosecutors, defense attorneys, law enforcement, forensics, and law schools.
Experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
Experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
Experience working in international police development and reform.

- Must be able to physically and medically perform in a normal office environment. Travel:
National travel will be required. The position is located in Comayagua, with regular field work mentoring Police advisors and GOH law enforcement personnel.
International travel may be required.
