Purpose & Impact:

The Health and Disabilities Supervisor oversees the implementation and management of health and disability services within the program. This role entails coordinating care, ensuring compliance with relevant regulations, and enhancing health outcomes and accessibility for individuals with disabilities. Responsibilities include managing, planning, evaluating, and implementing comprehensive programs covering health/dental care, mental health, environmental safety, and nutrition for children and their families. include extensive record-keeping, organizing, problem-solving, interpreting and communicating complex regulations and collaborates extensively with healthcare professionals, staff, parents, and the broader community to ensure the delivery of high-quality services and support.

Essential Functions:

Program Management:

  • Develop, implement, and manage health and disability programs and services.
  • Ensures that all enrolled children receive age-appropriate preventive and primary health care within four weeks of entering the program and are kept up to date as their care schedules expire.
  • Ensures that staff obtain informed signed parental consent and release of information for all health, dental and nutritional services provided to children by the program or its contracted service providers; encourages parental presence and participation at these health services; and informs parents in writing of the results of all
  • Monitor and evaluate program effectiveness, making recommendations for improvements.
  • Ensures the policies and procedures for environmental safety, sanitation, food service and emergency policies and ensuring compliance with local and state regulations are carried out including scheduling required drills, conducting required safety checks and monitoring all other provisions
  • Ensure compliance with federal, state, and local regulations related to health and disability services.
  • Monitors the ongoing health status and needs of enrolled children by ensuring the completion of daily health checks, the administering of medications per the agency's policy and doctors' orders, the implementation of other procedures as
  • Coordinates the Nutritionist's review of classrooms to ensure foods are an integral part of the total education program; that mealtime atmosphere is conducive to socialization and development; that meals are served family style; and, that the quality, quantity and size of food served is appropriate to the ages of the children.
  • Organizes and facilitates the activities of the agency's Health Services Advisory Committee (HSAC); ensures that the Committee membership is composed of all required professions and parent representation and that it meets at least twice a year.
  • Coordinates the observation of the Infant/Toddler rooms by medical personnel as required by County Child Care Licensing Standards; ensures observations, instructions and recommendations are recorded and carried out.

Staff Supervision:

  • Supervises and supports a team of Health, Disability, and Nutrition staff by establishing and monitoring their Professional Development plans to enhance their skills and effectiveness in their respective roles.
  • Conduct performance evaluations, provide training, and address staff issues as necessary.
  • Foster a positive and collaborative work environment.

Child and Family Support and Advocacy:

  • Works collaboratively with parents to ensure the coordination of necessary medical, dental, or nutritional examinations and immunizations for their children, ensuring timely access to essential health services while supporting the health and well-being of enrolled families.
  • Assists parents, as needed, with identifying resources to obtain prescribed medications, aids, or equipment for medical and dental
  • Oversee case management services, including assessment, planning, and coordination of care for children with health and disability needs.
  • Advocate for children and families to ensure they receive appropriate services and support.
  • Develop individualized service plans in collaboration with children and their families.

Compliance and Documentation:

  • Ensure that all health and disability services are delivered in accordance with relevant laws, policies, and best practices.
  • Maintains comprehensive, accurate, and confidential records, including child health files, health services tracking systems, and documentation of all activities, ensuring data is kept current and secure.
  • Prepare and submit reports and documentation on the progress, provision, and activities of service areas, along with audit results, to the director, Policy Council, Board, and other relevant stakeholders as required.
  • Maintain accurate and confidential records of child interactions, service plans, and program outcomes.

Coordination and Collaboration:

  • Collaborate with healthcare providers, social service agencies, and community organizations to enhance service delivery.
  • Negotiates and drafts written agreements and contracts with service providers, making concerted efforts to ensure that Head Start funding is utilized as the last financial resource by seeking free or reduced-cost services whenever possible.
  • Coordinate with other departments to integrate health and disability services with broader organizational goals.
  • Facilitate community outreach and education on health and disability issues.

Resource Management:

  • Manage the budget for health and disability programs, ensuring efficient use of resources.
  • Identify and pursue funding opportunities, grants, and partnerships to support program initiatives.

Quality Improvement:

  • Conduct regular reviews of service quality, health and safety.
  • Implement quality improvement initiatives based on feedback and performance data.
  • Stay current with industry trends, best practices, and emerging technologies.

Physical Requirements:
  • Ability to work in an office environment and occasionally travel to center and childcare provider sites or other locations.
  • Ability to lift and carry up to 45 pounds as needed for the support in an early childhood environment.
  • The role typically involves working in an office setting with occasional travel to external locations.
  • May involve interacting with children and families who have various health and disability needs, requiring empathy and effective communication skills.
Education:

Bachelor’s degree in public health, Social Work, Nursing, or a related field. Master’s degree preferred.

Experience:

3 years of experience in health services, disability services, or a related field, with two years in a supervisory role.

Other:

Successful completion of a Level II background screening, local criminal record check and drug screening prior to hiring.

Knowledge, Skills, and Abilities:

  • Strong knowledge of federal, state, and local regulations related to health and disabilities.
  • Considerable knowledge of developmentally appropriate practices for early childhood.
  • Considerable knowledge of Americans with Disabilities Act (ADA) standards relating to educating children.
  • Ability to coordinate and select appropriate activities for young children and their parents both in the home and in the classroom.
  • Proven ability to manage and lead a team effectively.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Proficiency in using relevant software and technology for documentation and reporting.
  • Must demonstrate sensitivity to our service population’s cultural and socioeconomic characteristics and needs.
