Job Summary:

The Executive Director of Supply Chain is responsible for supply chain operations for multiple hospitals and health parks within an assigned region of the healthcare system. This leader develops and implements operational goals, metrics, and policies and procedures for supply chain teams at various sites. Oversees daily operations and process management as well as oversight and support for all strategic project and/or program implementations for Wellstar Health System. This position reports to the AVP Supply Chain Operations.
The Executive Director is responsible for development of annual operating and capital financial plans for sites under scope of responsibility. This leader contributes to and supports strategic direction for regional Supply Chain team by effectively collaborating with Supply Chain leadership, ensuring adherence to product formularies and providing data analysis to facilitate the decision-making process. Responsible for all aspects of inventory management and optimization of supply chain processes. Serves as Supply Chain liaison to facility leadership and administration. In collaboration with Clinical and Senior Leadership, identifies and implements Supply Chain strategic initiatives.
This leader may also be called in to lead "hot initiatives" in their scope of business, where the business has identified a critical need, where time is of the essence, where care delivery may be at risk or otherwise, in order to secure and restore operations to a successful state.
This leader oversees facilities inventory and par level management, supply ordering and replenishment, and accurate shipping and receiving functions with the proper use of inventory management technologies. Assist with coordinating, scheduling, and conducting annual and periodic inventories with Internal Audit.

Core Responsibilities and Essential Functions:

3. Management
a. Manages labor costs, personnel productivity, inventory levels, data accuracy and supply demands within areas of responsibility.
b. Holds regular meetings for review, feedback, and updates.
c. Holds and/or participates in all departmental business reviews.
d. Builds strong strategic relationships with physicians, senior leaders, clinicians and other members of leadership.
e. Oversees and directs activities for the supply chain operations as well as ensures the proper management and direction of their Supply Chain leaders.
f. Manages and tracks leaders performance against key performance metrics for measurement, comparison, and/or evaluation.
g. Implements and/or facilitates best practice Supply Chain operational policies and procedures within assigned region.
h. Identifies and implements controls and enhancements for supply chain processes.
i. Oversees and coordinates year end inventories at each hospital site. Works directly with and coordinates the inventories with Internal Audit and reports results to the AVP, Supply Chain Operations and Finance.
j. Oversees vendor visitation process and policy adherence while reporting vendor compliance issues to Purchasing for vendor management according to the Vendor Policy. Ensures all team members, customers, and vendor partners are aware of and/or educated on vendor policies.
k. In collaboration with CQVA, meets with vendors to discuss consignment inventory agreements. Submits agreements to Supply Chain Contracts Department for review and execution.
l. Actively engages in the successful implementation of Supply Chain strategic and tactical plans in order to achieve annual goals and objectives of the organization.

1. Analysis, Tracking and Reporting:
a. Performs analysis and assist site financial leaders with developing annual operating and capital financial plan for Supply Chain for areas of responsibility.
b. Monitors monthly Financial Responsibility Reports to identify any variance and develop corrective action plan for unfavorable trends/results.
c. Develops, implements, and/or monitors metrics for sites within assigned region.
d. Establishes baselines, tracks, and reports metrics (i.e., inventory turns, contract/noncontract spend, non-file purchases, requisitioning compliance, freight, inventory reductions) for cost- savings and utilization improvements.
e. Implements and monitors system established, supply chain metrics and goals for his or her region, and trains leaders in this scope how to manage to these metrics and goals.

2. Strategic and Operation Policies:
a. Holds management team accountable and ensures consistent application of policy across all areas of responsibility.
b. Prepares policies and procedures in collaboration with Supply Chain, hospital, and/or clinical and Supply Chain leadership.
c. At the leadership of the AVP of Supply Chain Operations, develops or updates policies and procedures in supply areas and ensures compliance.
d. Creates and completes annual operational goals, including timelines, metrics and work plans as well as ensures the same is completed by all team members for the respective areas.
e. Utilizes market intelligence to identify areas of opportunity for standardization and utilization improvement (including new technologies, RFID, and bar code scanning).

4. Quality and Safety:
a. Establishes/maintains huddle boards, and huddle meetings to measure and communicate key metrics specific to Supply Chain Operations at each facility.
b. Teaches, coaches and directs staff on consistent process improvement, promoting an interactive and incremental approach to continuous progress.
c. Coordinates with CQVA for clinical evaluation and implementation of medical products/devices.
d. Monitors supply shortages and back-order statuses resolution with other Supply Chain teams.
e. Directs FDA recall processes for areas of responsibility, ensuring correct reporting and handling of product within established timelines and procedures.
f. Practices and ensures adherence to The Joint Commission Standards, OSHA, and system safety and quality policies.
g. Develops and implements safety guidelines in all aspects of the supply chain (e.g., use of courier vans, electric pallet jack, supply carts/floats).
h. Ensures the appropriate product acquisition procedures are followed by employees, customers and vendor partners.
i. Provides direction for establishing and/or execute department COSS action planning and goals.

5. Customer Service:
a. Develops and conducts quarterly customer satisfaction surveys for areas of responsibility as well as establishes baseline and benchmarks and action plans for underperforming areas.
b. Serves as key Supply Chain Operations liaison to administration and clinical leadership.
c. Serves as internal expert on all supply chain processes including, implantable device agreements, bill-only requisitioning, and educates direct reports on sourcing and procurement processes.
d. Creates a work environment that promotes premier customer service in all areas of responsibility.
e. Creates a work environment that promotes a high level of employee engagement using GPTW results as a tool for establishing goals and action plans.
f. Responds to internal and external customer inquiries in a professional and timely manner.
g. Facilitates change management through effective communication.

6. Supply Utilization and Value Analysis
a. Attends Clinical Quality Value Analysis meetings and champions the coordination and process implementation of product decisions.
b. Assist the Clinical Quality Value Analysis (CQVA) and/or Value Analysis Performance Improvement (VAPI) teams in the coordination of medical supply evaluations, implementations, standardizations, and new technologies at sites of responsibility.
c. Collects relevant data on product utilization and customer demand to improve purchasing practices.
d. Utilizes market intelligence to identify areas of opportunity for standardization and utilization improvements (including new technologies, RFID, bar code scanning).
e. Identifies and implements utilization and cost savings opportunities and communicates those to Supply Chain leadership, facility leadership, CQVA, VAPI, and clinical leadership.

Performs other duties as assigned

Required Minimum Education:

  • Bachelors degreee is required.

License(s) and Certification(s):

  • CPIM, CPM, CSCP or CMRP is preferred.


Required Minimum Experience:

  • Minimum 7 years leadership experience in supply chain or related field is required.
  • Experience in an integrated, multi-site healthcare system is strongly preferred.
  • Minimum 5 years management with supervision of major projects and/or staff, preferably in a hospital environment, is required.


Required Minimum Skills:

  • Requires strong analytical ability for data analysis from the ERP systems to identify supply chain initiatives, establish baselines, and develop work plans for implementation as well as track and report progress.
  • Applies process improvement methodologies and principles for proficient par level optimization, performance enhancement, and project/process implementations.
  • Demonstrates extensive experience in developing supply chain strategies.
  • Effective in collaborating with senior leaders across a complex and diverse health system.
  • Demonstrates expert understanding of supply chain information systems and the interrelationship to financial and clinical systems.
  • Proven management skills and demonstrated knowledge of hospital and clinical staff functions, medical/surgical supplies, capital equipment, and purchased services etc.
  • Effective leadership, organizational, and mentoring/educating skills.
  • Ability to facilitate work groups in a team environment.
  • Strong written and verbal communications.
  • Intermediate to advanced level of proficiency in Microsoft Word, PowerPoint, and Excel.
