Job Title: Project Consultant - Grant Administration
Location: Tennessee and/or Remote
Job Type: Long Term Contract

Overview: We are seeking a highly skilled and experienced Project Consultant to assist with the administration of an awarded grant in a rural area. The ideal candidate will have extensive experience in grant administration, and a strong background in large deployment projects.

Key Responsibilities:

  1. Grant Administration:
    • Manage all aspects of grant administration, ensuring compliance with the State requirements.
    • Prepare and submit all necessary documentation and reports as required by the grant contract.
    • Monitor grant expenditures and ensure they align with the approved budget.
  2. Project Management:
    • Oversee the implementation of the middle mile broadband project, ensuring timely completion within the specified term.
    • Coordinate with internal teams and external stakeholders to ensure project milestones are met.
    • Develop and maintain project schedules, budgets, and risk management plans.
  3. Reporting and Documentation:
    • Prepare periodic progress reports and a final report detailing project outcomes, successes, and challenges.
    • Maintain accurate records of all project activities, expenditures, and communications.
    • Ensure all project documentation is in compliance with federal and state regulations.
  4. Compliance and Auditing:
    • Ensure all project activities comply with federal, state, and local laws, including the Capital Projects Funds (American Rescue Plan) Statement of Assurances.
    • Prepare for and facilitate audits by providing necessary documentation and responding to auditor inquiries.
  5. Stakeholder Communication:
    • Serve as the primary point of contact for all project-related communications with key stakeholders.
    • Facilitate regular meetings and updates with project stakeholders to ensure transparency and alignment.
Qualifications:
  • Education: Bachelor’s degree in Business Administration, Public Administration, Project Management, or a related field. A Master’s degree is preferred.
  • Experience:
    • Minimum of 5 years of experience in grant administration, with a focus on state and federal grants.
    • Proven track record of managing large-scale broadband deployment projects.
    • Experience with grant reporting requirements
  • Skills:
    • Strong project management skills, including the ability to manage multiple tasks and deadlines.
    • Excellent written and verbal communication skills.
    • Proficiency in Microsoft Office Suite and project management software.
    • Strong analytical and problem-solving skills.
    • Ability to work independently and as part of a team.
  • Certifications: Project Management Professional (PMP) certification is a plus.
