Northrop Grumman Mission Systems seeks a highly motivated individual to join the Subcontract Proposal Cost Analysis (SPCA) Team within the Pricing & Estimating organization as Staff Pricing Analyst (A05). This position is located onsite (San Diego or Rolling Meadows) and will be reporting to SPCA Manager West/Mid-West Region. This role may periodically require travel, not expected to exceed 10% of the time. The selected candidate will be responsible for the completion of required subcontractor cost analyses for all Mission Systems Sector, in support of proposal activity and subcontract negotiations for purchase order execution. This position will work closely with Business Management, Contracts, Pricing and Estimating, Global Supply Chain, Program Management office, and DCMA. The successful candidate must be self-motivated and be able to work independently, a team member, and able to demonstrate strong leadership skills. Responsibilities include, but are not limited to: Completion of supplier proposal cost analyses per FAR 15.404-1 through comprehensive review of all elements of cost including direct labor, material, ODC, IWO and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures; employing industry techniques / practices for data analysis, and conduct fact-finding to establish fair and reasonable positions and supplier negotiation ranges. Facilitate/collaborate/partnership with DCMA, Contracts, Pricing, GSC and the program on matters relating to cost analysis policies and procedures, FAR regulations, etc. Serve as a subject matter expert relating to cost analysis policies and procedures, FAR/DFARs, etc. Provide guidance/training to other analysts, programs, suppliers, etc. pertaining to Cost or Pricing Data requirements.
