Northrop Grumman Defense Systems sector (NGDS) is seeking a Network Communications Manager 1 to join our growing team of diverse professionals supporting Joint Base Lewis-McChord in Washington. This position is contingent upon program award. Responsibilities: Serves as Risk Management Framework (RMF) Network Manager and performs information assurance technical (IAT) II and Information System Security Officer (ISSO) Information Assurance Manager (IAM) I duties for RMF. Provides oversight and ensures that the other network team personnel (network administrators [NA], system administrators [SA]) perform their daily duties for the RMF network devices, systems, and servers, Mission Command Information Systems (MCIS) and Servers, Non-Secure Internet Protocol Router (NIPR) Installation Campus Area Network (ICAN), Telephone Control Officers (TCO), and Secure Internet Protocol Router (SIPR) ICAN. Updates, reviews, and maintains RMF documentation which includes Security Technical Implementation Guides (STIGs) for Servers, Assured Compliance Assessment Solution (ACAS) suites, and Network Devices, Standard Operating Procedures (SOPs), Type-Authority to Operate (ATO) Policies, Procedures, and other documentation, Business Continuity Memorandums and logs, Change Requests and logs, Diagrams (building and network), Facility and Fire documentation, and all other RMF-related documentation. Uploads documentation into the Enterprise Mission Assurance Support Service (eMASS) and adds write-ups for compliant, non-compliant, and non-applicable security controls. Assists the RMF Information Systems Security Manager (ISSM) and Security Manager with Cyber and Physical Security. Works with the Facility Manager, Security Manager, and Security Specialist to update documentation. Performs auditor functions on the RMF servers. Performs IAT I, IAT II, and ISSO duties for the SIPR ICAN. Updates and maintains the SIPR Tenant Security Plan (TSP) which includes the building and room diagrams, exception memorandums, TSP, other required documentation, and maintains the Appendix C inventory. Supports all MTC users (government, contractor, and military) with SIPR ICAN support which includes hardware, software, and configuration. Works with the Fort NEC with SIPR ICAN and user problems. Submits remedy tickets. Maintains and allows permissions for server shares (groups). Performs duties as the alternate IAT I, IAT II, and ISSO for the NIPR ICAN. Reviews NIPR TSP and supporting documentation before submission. Assists units and coordinates with Fort NEC for exercise and training NIPR connections. Reviews NIPR Internet Service Provider (ISP) supporting documentation before submission. Updates and maintains documentation for MCIS. Coordinates with Program Managers or point of contact for software and hardware issues. Requests Lightweight Directory Interchange Format (LDIF) unit products. Creates, verifies, and obtains signed orders, System Authorization Access Request (SAAR) form DD2875s, Acceptable Use Policy (AUP), and Privileged Use Agreement (PUA)/Privileged Access Agreements (PAAs), and tracks in the Army Training and Certification Tracking System (ATCTS) for NIPR, SIPR, and RMF. Works with the Mission Command Training Program (MCTP) and Global Simulation Capability (GSC) organizations for Joint Land Component Constructive Training Capability (JLCCTC) accounts (DD2875s and AUPs). Manages and verifies training for all MTC users and technicians in ATCTS. Manages training certs and certifications. Informs users of all training and certification requirements. Updates other teams with security compliance information and training. Provides reports to the ISSM, Security Managers, and others as required. Troubleshoots hardware and software. Scans peripherals for viruses. Attends exercise meetings and conferences. Serves as main point of contact for the Joint Training Enterprise Network (JTEN) and GSC networks. Escorts Department of Public Works (DPW) facility personnel in secure rooms for maintenance, repairs, and Computer Room Air Conditioner (CRAC) unit filter replacements. Works with the ISSM on U.S. Army Materiel Command (AMC), Installation Management Command (IMCOM), and Directorate of Plans, Training, Mobilization and Security (DPTMS) projects. Works with the Security Manager and ISSM to ensure Command Cyber Readiness Inspection (CCRI) standards are followed. Works with the Security Manager and Specialist to ensure all physical security measures are met.
