Technical Security Specialist

Overview:
The United States Capitol Police, Technical Countermeasures Division (TCD) requires professional support services primarily to support its Technical Surveillance Countermeasures (TSCM) mission.
The mission of the United States Capitol Police (USCP) is to protect the Congress, its legislative processes, Members, employees, visitors, and facilities from threats of crime or disruption by designing, implementing, and administering security systems and modalities which enable the Congress to fulfill its Constitutional responsibilities in a safe and open environment.
Primary Responsibilities:
Leads and assists with Technical Surveillance Countermeasures (TSCM) Missions including construction security.
Performs research, selection, modification, design, maintenance, and/or the development of Technical Security equipment and systems.
Independently and as part of a team, reviews, analyzes, and resolves difficult and complex technical security problems.
Resolves or recommends solutions to overlapping and conflicting security requirements by utilizing knowledge, skills, and abilities, including the ability to interpret various directives, rules, and regulations.
May act as a subject matter expert, requiring formal and independent learning and the ability to translate this expertise into recommendations in specific circumstances.
Communicates orally with customers and groups on technical security related issues.
Writes reports to document mission events, research findings, procedures, and other technical security related issues.
Supervisory Responsibilities:
There are no supervisory responsibilities associated with this position.
Education and/or Experience:
TSCM experience covers time worked in a position with TSCM duties from the point of Government certification. At the CORs discretion, up to one year of time prior to TSCM certification may be counted if it can be shown that the time included TSCM related duties.
Government certification in TSCM required.
Associates degree in Electronics or related field, or equivalent military training required.
Level 1 0 to 3 years of TSCM experience
Level 2 3 to 7 years of TSCM experience
Level 3 7+ years of TSCM experience
Knowledge, Skills, and Abilities:
- Must possess extensive knowledge in investigations, electronics, security evaluation, and construction as it relates to the DoDI 5240.05 (TSCM).
Certificates, Licenses, Registrations:

Security Clearance:
TOP SECRET Clearance Level Required
- Must have a current US Government TOP SECRET Personnel Security Clearance
- Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
- Must be a U.S. Citizen.
- Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
