LSF is looking for a talented Delegate Agency Manager who wants to make an impact in the lives of others.

Purpose & Impact:

The purpose of the Delegate Agency Manager is to be responsible for planning, implementing and monitoring the activities of all Delegate Agencies. Work also includes the coordination of Delegates’ training activities on the program’s Performance Standards and other applicable Federal, State and Local Standards. Work is performed under the general supervision of the Deputy Director and Head Start Director and is reviewed through conferences, reports, and program achievements. Participates in the HS/EHS Performance Management efforts. 

Essential Functions:

  • Implements and monitors the activities of all delegate agencies to ensure compliance with Head Start Performance Standards and all other applicable Federal, State and Local standards and regulations.
  • Provides ongoing technical assistance to Delegate Agencies, Child Care Partners (CCP’s), and/or Family Child Care Homes (FCCH’s) in coordination with Head Start Managers, directors, supervisors, and coordinators as appropriate.
  • Conducts and/or coordinates training on the Performance Standards and related areas in coordination with the Staff Development Coordinator and other staff as appropriate.
  • Provides training and technical support to the Delegate Agencies, CCP’s and/or FCCH’s as it relates their Policy Committee and Parent Committee requirements. Periodically attend executive committee meetings and attend full PC meetings monthly.
  • Meet monthly with Delegate Agencies/Child Care Partners/FCCH’s to keep them abreast of the compliance outcomes and/or new developments in the Head Start Program on state regional and national levels or program changes concerning the Head Start/Early Head Start programs.
  • Prepares, maintains, reviews and updates applicable and related contracts/agreements.
  • Ensures compliance with agreements/contracts.
  • Performs audits on Head Start Management Systems (Program Governance, Recordkeeping and Reporting, Self-Assessment, Planning, Fiscal, Human Resources, ERSEA, Communication, Human Resources, Facilities, Materials & Equipment, Ongoing Monitoring).
  • Provides administrative oversight for ERSEA, Family Services, Disabilities, CLASS, VPK, and Health to ensure compliance with federal, state, and local regulations.
  • Ensures Child Care Partners and FCCH’s have adequate systems in place to maintain highest quality Early Childhood Education services to children and, in compliance with Head Start Performance Standards and Regulations.
  • Ensures Child Care Partners and FCCH’s are compliant with delivering all services that are included in their contractual agreement and the Head Start Performance Standards and Regulations.
  • Provide training and technical assistance and staff development support to Child Care Partners and FCCH’s that is inclusive of best practices and continuous improvement as it relates to instructional, curriculum, Teaching Strategies GOLD, CLASS assessment, etc.
  • Complete desk audits to ensure accurate Child Plus and Teaching Strategies GOLD data.
  • Reviews and provides feedback and follow-up on monthly status reports.
  • Assists in planning and facilitating monthly and/or quarterly meetings.
  • Maintains agency files and correspondence in orderly manner.
  • Ensures all delegate agencies, CCO’s, and/or FCCH’s receive necessary information in a timely manner.
  • Assist with the development of grant proposals, contract development, budget preparation, etc.
  • Maintains strict confidentiality with respect to Head Start/Early Head Start children, families and staff in accordance with established policies and procedures.
  • Attends all workshops and meetings as deemed necessary by the supervisor.
  • Attends all required staff and parent meetings and activities.
  • Perform other duties as assigned.

Qualifications

Education:

Minimum of a bachelor’s degree from an accredited university in Social Services; Human Services; Business Administration; Public Administration, Organizational Leadership or a related field.  Master’s degree preferred.

Experience: 

Minimum of five years professional leadership/management and supervisory capacity working in compliance, organizational development, quality assurance, quality control in a social service, government, or not for profit organization.  Relevant knowledge and experience in quality inspections, and auditing, implementation of Corrective Action Plans and follow-up, computer knowledge of tools, concepts and methodologies of QA, knowledgeable of relevant federal, state and local regulatory requirements. Significant experience in administration, including balancing regulatory requirements with budget constraints and contract management. Head Start or Early Head Start experience preferred.

Knowledge, Skills and Abilities:

  • Ability to determine and prioritize demanding workload while being flexible to emergent/unplanned needs and situations.
  • Significant decision making and problem solving in many areas including the allocation of resources to program components, supervisory issues, scheduling and provision of program services.
  • Ability to handle highly stressful and sensitive situations in a professional manner.
  • Ability to interpret and implement complex policies and regulations.
  • Ability to work independently and maintain professional boundaries and confidentiality.
  • Ability to exercise tact and discretion in all employee interactions.
  • Frequent sitting for long periods using computer keyboard, telephone and other office machines.
  • Strong organization and time management skills, ability to meet tight deadlines.
  • Occasional standing to file documents, make copies, faxing etc.
  • Strong knowledge of theories and practices of Early Childhood Education/Development and Family/Social Services with focus on Infant/Toddler development.
  • Experience in design and delivery of training.
  • Contract management skills.
  • Intermediate to advanced computer skills, including internet and e-mail.
  • Exceptional organization skills and attention to detail are required and the candidate must be able to meet designated deadlines.
