Join our client, a prestigious police organisation, as a Contracts Officer and make a crucial impact on their procurement and contractual decisions. As a Contracts Officer, you will play a vital role in ensuring that all non-payroll spend is compliant with statutory and government requirements while meeting the demonstrated needs of our client, the police organisation. Your expertise will be relied upon to make strategic recommendations that affect projects with lifetime budgets exceeding £1 million.

As a Contracts Officer, your responsibilities will include:

Providing professional management of key tenders, ensuring compliance with due process.Ensuring that non-pay/salary related spend meets government requirements of value-for-money and appropriate standards of openness, probity, propriety, and control.Participating in and taking responsibility for the delivery of strategic CNC projects, including membership on project boards and teams.Providing proactive support and expertise to Project Managers, handling the contractual/procurement aspects of projects.Evolving the organisation's commercial terms and conditions, policies, and working practises.Taking ownership of risks associated with procurement and working proactively to manage them within the organisation's risk management framework.Ensuring compliance with health & safety and security requirements within the tender/procurement process.Supporting senior CNC managers by challenging and quality-assuring their work in relation to procurement and contractual undertakings.Researching, identifying, and implementing areas of supply for new contracts and framework agreements.Working closely within the team and with stakeholders to improve working practises, efficiency, and quality.Identifying and implementing improvements to procurement processes, disseminating best practises that reflect guidelines, policies, and procedures.Ensuring environmental considerations are incorporated within the tender process and facilitating the environmentally conscious disposal of goods.Delivering training programmes for professional procurement advice to stakeholders, complying with legislation and regulations for procurement activity.

To excel in this role, you should have:

Professional membership of the Chartered Institute of Purchasing and Supply (MCIPS) and MCIPS Professional Qualification.Experience in commercial and public sector procurement and general business issues.Knowledge of procurement across a range of categories, including Professional Services, IT, FM, and Travel/Fleet.Experience in developing successful strategies and providing professional guidance.Experience in negotiating and managing contracts, with a working understanding of contract law.Experience in dealing with non-standard requirements in contracts.Knowledge of managing modern contract forms under EU procurement legislation/regulations.Ability to work unsupervised with self-motivation.Excellent organisational, analytical, interpersonal, and communication skills.Ability to work well under pressure and meet deadlines.Flexible attitude to changing priorities and requirements.
