Managing Quantity Surveyor - Rail

The Role:

The Managing Quantity Surveyor is required to provide commercial support to rail projects, ensuring compliance with contractual requirements and supporting the successful delivery of Network Rail's CP7 framework. This role will involve overseeing commercial activities across key rail infrastructure projects, maintaining commercial controls, and ensuring alignment with the company's strategic objectives. The role also requires collaboration with Network Rail representatives and key stakeholders to manage variations, claims, and financial agreements.

Key Responsibilities:

Reporting

  • Provide robust, accurate, and timely cost and value reporting at both project and business unit levels within the rail sector.

  • Ensure accurate cash flow reporting for Network Rail and CP7 projects.

  • Carry out cost management, including forecasting and risk analysis.

  • Lead the preparation of monthly CVRs, cost plans, and commercial strategies for rail projects.

Processes

  • Ensure commercial processes are adhered to across rail business units.

  • Continuously improve processes and procedures to align with Network Rail and CP7 requirements.

  • Maintain a strong understanding of JV/Alliance commercial processes and contribute to their development and refinement.

External Relationships

  • Ensure contracts entered align with Network Rail's standards and CP7 framework requirements, mitigating commercial risks.

  • Engage with the supply chain to ensure appropriate contract terms and conditions.

  • Build and maintain strong client relationships, fostering collaboration with Network Rail and key project partners.

  • Manage subcontract letting, negotiations, and financial oversight to ensure cost-effective project delivery.

Internal Relationships

  • Lead and mentor the commercial team, including Quantity Surveyors and commercial support staff.

  • Promote effective collaboration between the commercial team and operational rail site teams.

  • Provide strategic commercial guidance to support CP7 project objectives.

Key Measures & Targets:

  • Accurate monthly forecasting and cost control for Network Rail and CP7 projects.

  • Proactive cost management and resource optimisation.

  • Maintaining deadlines in line with the monthly commercial calendar.

  • Project Directors & Rail Delivery Teams

  • Network Rail & Supply Chain Partners

Person Specification:

Essential:

  • HND/Degree in Quantity Surveying or equivalent.

  • Extensive experience within the rail or civil engineering industry, particularly on Network Rail projects.

  • Strong knowledge of ICE/NEC forms of contract and current construction law.

  • Proven track record in commercial management and procurement, including subcontractor negotiations and financial control.

  • Proficiency in monthly reporting, earned value analysis, and cost forecasting.

  • Excellent team leadership skills with the ability to work independently.

  • Strong time management skills, capable of working to tight deadlines.

  • Ability to support and mentor junior commercial team members.

Desirable:

  • Member of RICS or other relevant professional body (or working towards it).

  • CSCS card.

  • Experience working on CP6 or CP7 Network Rail frameworks.
