The Opportunity:

We are seeking a dedicated Revenues Officer. This temporary role, running until 31st December 2024, focuses on managing incoming recovery calls from Council Tax charge payers, processing payments, and setting up special payment arrangements. The ideal candidate will have prior experience working in a busy Council Tax Recovery department and be proficient in the use of Civica Open Revenues.

Key Responsibilities:
  • Communicate effectively with taxpayers and interested parties (predominantly via telephone) to confirm occupiers, owners, and apply liabilities, discounts, or disregards.
  • Facilitate Council Tax payments by issuing demand notices and other documentation as needed.
  • Implement payment agreements, process refunds, and take appropriate recovery actions in line with established guidelines.
  • Serve legal notices and invoices for debt types, monitor accounts, and ensure enforcement actions are pursued appropriately, especially for vulnerable cases.
  • Maintain up-to-date knowledge of Council Tax and Benefits legislation, ensuring all processes comply with the law and council policies.
  • Represent the council in court hearings for various debt types.
  • Communicate with external agencies like the Department for Work and Pensions (DWP) to ensure proper implementation of debt collection processes.
  • Identify cases of hardship or irrecoverable debt, recommending write-offs and referring debtors to relevant welfare or debt counselling groups.
  • Liaise with internal staff and external partners, including enforcement agents, the Police, and Courts, to ensure prompt settlement of debts.
Experience Required:
  • Demonstrable experience in a recovery section or similar role dealing with the collection of various debt types.
  • Strong working knowledge of Council Tax and NNDR law and procedures.
  • Excellent communication and interpersonal skills, with experience in public-facing roles.
  • Proven ability to accurately maintain and interpret personal and financial data.
  • Proficiency in using office information systems, especially Civica.
