Finance Business Partner | Temporary 6 months |  3 days WFH

Reed Accountancy & Finance are actively working with an organisation in the public sector who have a temporary opportunity for a Finance Business Partner to join the finance team for a period of 6 months with possible extension.

This is a temporary opportunity offering 3 days working from home and 2 days office based in Belfast City Centre.

The Finance Business Partner will support the Senior Management team in administering grant funding together with financial analysis in support of budgetary management and strategic planning.

Key elements will include:

Budgetary management of the grants payable to funded organisations

Manage the drawdown process and payments to community partners on a quarterly basis

Design and enhance community partner financial returns and claims reporting in line with government policy for reducing bureaucracy, whilst maintaining appropriate oversight and controls

Provide advice, direction, and guidance on the key principles of public sector procurement to all community partners

Lead on the development of financial procedures and guidance notes for community partners

Assist with managing, monitoring and controlling finances, in accordance with Managing Public Money NI (MPMNI) and the Government Financial Reporting Manual 

Draft Annual Accounts for submission to the Northern Ireland Audit Office and Companies House

Preparation of management accounts alongside colleagues on a timely basis to include preparation of financial reporting packs for key stakeholders

Liaise with Internal & External Audit, including the drafting of management responses to recommendations as appropriate, and implementation of recommendations

Essential Criteria:

Candidates will hold a professional qualification with CIMA / CAI, CIPFA or equivalent OR

Fully Qualified Accounting Technician with 2 years recent experience in the following areas:

Management of month end closure to include reconciliation of control accounts and compilation of month end management accounts

Internal or external audit processes, including the implementation of audit recommendations

Budget management including analysis of variances and preparation of reports for senior management

Working with non-financial departments within an organisation to provide finance support and analysis

Developing processes and procedures to include implementation of best practice arrangements

Staff management, to include delegation of duties and oversight of employee performance
