Finance Change Manager

Start: ASAP

Rate: £550 per day (Inside IR35)

Duration: 6 – 12 Months Initially

Hybrid Working Arrangement

Responsibilities:

  • Deliver workstreams and improve the core policies, processes, procedures and working practices within the finance directorate and across the council
  • Take the Workstream Leads vision and objectives and turning them into an actionable plan, breaking down the steps to make the required change happen and keeping the Project Board appraised regarding progress, risks, and issues
  • Extract information from SME’s E.G accurately understanding the ‘As Is’ – how things are now, challenging the status to identifying waste, duplication & over/under production
  • Co-ordinate the gap analysis of current practice, process, policies, and procedures against current regulation, taking direction from the Workstream Lead to agree which opportunities will be prioritised
  • Enabler for the ‘To Be’ solution, breaking down the actions into manageable stages and parts for all workstreams
  • Facilitate deep dives and diagnostic activity bring the various programme disciplines together to support workstream leads and subject matter experts to identify opportunities and review current practices against best practice, CIPFA codes and industry standards
  • Build and deliver the solutions taking direction from workstream leads to create new ways of working , holding the pen on standard operating procedures, (SOPs), policies and practice changes, socialising new governance arrangements and working practices across different workstreams
  • Enable people focused change for example identifying and supporting the building of manager/occupational competencies, aligned to CIPFA accreditation
  • Develop roll out plans and working with subject matter experts to create how to guides and learning and development, socialising new processes, drafting comms and creation of workshops/webinars and stakeholder engagement to socialise new ways of working and practices

Requirements:

  • Professionally Qualified (ACCA, ACA, FCCA, CIMA, CIPFA) with private sector and ideally public sector working knowledge
  • Able to prepare companies house compliant company accounts
  • Internal audit awareness to be able to piece together information
  • Able to work in a fast-paced environment with changing priorities and able to provide succinct verbal and written reports
  • Confident in using all Microsoft applications inc SharePoint / teams
  • Experience in options appraisal and analysis
