Bell Cornwall Recruitment's client is a large public sector organisation with a head office in Birmingham. They are in need of a Head of Finance and Procurement on a 6 month fixed term contract initially. This role will be a member of the Senior Leadership Team, and will shape the direction of the organisation from a Finance and Procurement perspective as well as ensure all legal responsibilities are met- especially Section 151 Responsibilities.

The Role:

  • Accountable for strategic financial advice and guidance for senior leadership
  • Accountable for all Section 151 responsibilities
  • Provide solid strategic leadership to the finance and procurement divisions
  • Deliver advice on risk management, anti-fraud, anti-corruption and insurance
  • Leadership of finance division, including accountancy and audit
  • Overall Management for the authority's financial assets
  • Further responsibilities can be detailed to candidates upon further discussion

The Ideal Head of Finance and Procurement will have:

  • Experience at a senior level in Finance and Procurement in a public sector organisation
  • Robust knowledge of Section 151 Responsibilities is non-negotiable
  • Proven track record of managing an organisational budget in the region of 9 figures
  • Ideally holding a CCAB qualification, or similar equivalent qualification
  • The dual aspect of the role is key, and exposure to both Finance and Procurement is a must have
  • The expectation of being in the office more often than not, although flexible working arrangements are open to negotiation
