Position: Strategic Asset Manager
Contract: 12 Months, ASAP, with the possibility of an extension
Possibility of Extension: Yes, based on performance
Pay Rate: 30.67 Per Hour PAYE
Working Hours: 37 hours per week, Monday to Friday, 08:45 - 17:00
Location: CV32 5HZ

Job Purpose:

To drive transformational improvement of the Council's asset management function, as part of the wider regulated housing service review and redesign. The role has a significant strategic role to ensure the Council's current portfolio of HRA operational and non-operational assets are being effectively maintained.

Key Responsibilities:

  • To develop and drive the delivery of the Council's HRA Asset Management Strategy.
  • Assessment of assets suitable for redevelopment, re-designation, remodelling, alternative use or disposal and the mechanisms by which new assets could be developed, disposed or acquired.
  • To support the achievement of the Council's Medium Term Financial Strategy objectives and HRA Business Plan viability and objectives.

Qualifications and Experience:

  • Professional membership of a relevant professional body (eg - Royal Institution of Chartered Surveyors)
  • A minimum of five years post-qualification experience in estate/asset management.
  • Significant experience, of working In social housing asset management (planned maintenance, responsive repairs etc.)
  • Experience in a leading role for estate/asset management
  • Experience in managing a team and/or direct experience in managing staff
  • Experience in performance management techniques and setting performance indicators for teams and individuals
  • Sound knowledge and experience in the commercial property investment market
  • Sound knowledge and understanding of financial planning, budget monitoring and financial controls related to asset management
  • Understanding of the general requirements of property valuations, property data management and formation of leases
  • Understanding of strategic asset management of both an operational and commercial Investment Portfolio.
