DMC and Disrepair Surveyor - Muir Group - £39,873 plus £3,803 car allowance - North West

Castlefield Recruitment are currently working in partnership with Muir Group, a social housing provider with over 5,500 homes. Predominantly based in the North West, from their Chester HQ along with regional offices in Burnley and Huntingdon in Cambridgeshire.

Muir Group have embarked on a Repairs Transformation project as the next step in delivering their Customer Commitment. Muir Property Solutions and We’re Muir have come together to modernise their maintenance service, with a focus on creating a modern, high-performing repairs service, that makes things easier, smarter and better for their customers.

As part of this transformation, an opportunity has arisen for a DMC (Damp, Mould, Condensation) and Disrepair Surveyor. This is an agile working role, with an expectancy to travel regularly across the Group’s North Region, with some home and office working. The annual salary is £39,873 plus £3,803 car allowance and mileage.

Job Purpose:

  • To work with the Damp, Mould, Condensation (DMC) and Disrepair Manager to provide improvement and maintenance works on time, to agreed standards and within budget
  • To monitor, inspect and arrange for cyclical and day to day repairs to be carried out to Muir properties, ensuring compliance with target timescales and high-quality standards
  • To assist in development, implementation and maintenance of effective Asset Management systems, processes and procedures, including stock condition surveying to maintain the Associations stock condition and Asset Management databases for all its property and related assets
  • To take responsibility for the day-to-day management of specific expenditure and budgets for various individual maintenance, improvement and investment projects
  • To assist the effective procurement and management of the Association’s Maintenance Programme

Main Duties and Responsibilities:

  • To undertake initial planning of maintenance and improvement programmes and budgets relating to Damp, Mould, Condensation and Disrepair cases
  • To ensure that any work carried out to leasehold properties which form part of any project for which the post holder has responsibility is in accordance with the lease, within the statutory regulations, as contained in the Housing Act 1985
  • Liaise with residents and customers on a daily basis regarding repair issues, progress of works and complaints. Keep residents informed of progress and timescales on repairs to their properties and liaise with all relevant parties, both internal and external, on cases where specific support measures are required
  • Undertake pre-and post-inspection surveys of the Association’s properties to ensure appropriate works are identified for inclusion in works programmes and that on-going and completed works meet the agreed standards
  • Assist in the supervision and management of the contractors and consultants to ensure that works are undertaken and completed in compliance with the contract, agreed Key Performance Indicators, Financial Standing Orders and to Muir’s agreed standards
  • To ensure by means of site inspection that works are carried out in accordance with the contract and to issue instructions and variation orders for the addition, omission or changes to the works
  • Assist in the review of regulatory information e.g. Disrepair and HHSRS Assessments to ensure that all properties comply with the relevant legislation
  • To ensure that IT systems (e.g. Keystone, CX) are updated to reflect the changes resulting from maintenance and improvement works
  • To ensure that contractors comply with the Muir health and safety framework across all scopes of work
  • To meet with contractors regularly to measure performance against agreed performance targets, using data to understand, learn and improve overall performance. To help manage the delivery of the Construction (Design and Management) Regulations 2015 requirements including ensuring that regular site inspections and health and safety audits are carried out
  • To prepare specifications, schedules of work and contract conditions, pricing documents etc. for maintenance of the housing stock, to support the Association in achieving its core objectives
  • Attend new development site meetings as and when requested and assist with the formulation of 'snagging’ lists, their implementation and the monitoring of such prior to completion of the defects period
  • To prepare and monitor Performance Indicators relevant to allocated projects and contracts and to monitor the implementation of appropriate resultant remedial action plans

Qualifications, Experience and Knowledge:

  • Relevant building surveying, maintenance or construction management qualification and or equivalent experience (E)
  • Health and Safety Qualification IOSH (D) or NEBOSH (D)
  • SSSTS or SMSTS Qualification (D)
  • Educated to HNC standard in a building related discipline (D)
  • Asbestos Awareness (D)
  • NVQ L3 Site Supervisor (D)
  • Strong track record in delivering effective asset planning and contract management to a large and diverse portfolio of mix tenure properties and associated budgets (E)
  • Proven track record managing Repairs and Maintenance contracts with significant knowledge and proven track record of procurement activity and optimising technology to drive value
  • Experience of managing and co-ordinating contractors working on a variety of construction and maintenance projects and contracts from inception through to conclusion of defect rectification (E)
