Our Client is seeking an ICT Project Manager on an initial 4 Month contract with the possibility of an extension.

Start Date: ASAP - 4 Month Contract

Pay Rate: 23.48 Per Hour PAYE (Umbrella also available)

Location: CW1 2JZ

Working Hours: 37 Hours Per Week, Mon - Fri, 09:00 - 17:00

Job Purpose:

To manage, develop implement and maintain a range of information and communications technology (ICT) policies, processes, projects, products and services for the Council by the Corporate Plan and ICT investment strategy and delivery programme. To ensure delivery meets the requirements of the business and complies with appropriate professional technical and national standards.

Main Duties and Responsibilities:

  • Define, manage, assess, estimate and document the execution of one or more complex projects or work streams by appropriate policies and processes, scrutinizing all activities against plan, providing regular and accurate financial and technical progress reports to senior managers, clients, users, suppliers and colleagues to deliver a quality product or service within agreed resources, timescales and other business constraints including budgets.
  • Take professional responsibility for the full range of technical and supplier relationship management aspects of systems, products, services or infrastructure specification, capacity planning, strategic and operational design, policy and process definition, development, procurement, implementation, hand and support to deliver effective business solutions that meet the needs of the clients and their users and comply with appropriate professional, technical and national standards.
  • Led, managed and motivated large project teams in a matrix management environment influencing, negotiating and providing technical advice and expertise to clients, external partners, contractors and colleagues, undertaking appraisals and taking responsibility for mentoring staff, to encourage the development of their skills and expertise, and to broaden and increase both business and technical knowledge to ensure that best practice and specialist skills are shared and effective relationships are built and maintained.
  • Contribute to the development, understanding and support of a diverse range of strategies, standards and policies, including selection and tailoring of techniques and contributing to local working practices, by agreeing on priorities, procuring resources and monitoring performance in support of the corporate, departmental, partnership and national objectives.

Skills and Experience:

  • MSP or Prince 2 practitioner qualification or equivalent accreditation or experience
  • Substantial experience in a project management role delivering complex change projects involving technological change in a complex and heterogeneous environment
  • Management or supervisory experience, developing, empowering and leading teams.
  • Proven knowledge, experience and competence in Programme and Project Management standards and methodology, including Risk and Quality management, in an ICT and/or complex organisational environment
  • Sound ICT knowledge and experience relevant to the role, including detailed knowledge of ICT processes about the selection, implementation, upgrade and maintenance of ICT systems
  • Ability to deal with a range of issues and conflicting demands, and develop, plan and manage multiple workloads with a methodical approach
  • Track record of establishing relationships and maintaining networks with people from a wide variety of backgrounds, including Customers, Stakeholders and Suppliers to facilitate successful project delivery
  • Experience and proven ability to facilitate and/or lead workshops or similar gatherings, with mixed multi-disciplined attendance
