Description

Role Purpose:

  • The Single Homeless and Commissioning Team Manager post will support the Head of Service to manage the Rough Sleeping & Homeless Support Team. The post holder will lead on bid applications, mobilisation of new services and supporting the team to deliver on KPI's and contracts to reduce rough sleeping in the borough and ensure timely referrals into supported housing pathways.
  • The post holder will support the Head of Service in the strategic leadership and continuous development of the council's housing solution functions.
  • To deliver the council's Rough Sleeping Plan and supported housing provision by facilitating timely referrals, collating, interpreting data and evidence as well as researching new models of support.
  • Lead on the delivery of specificcommissioning projects within the Service. Produce specifications, options appraisals and business cases for the commissioning and de-commissioning of services.
  • To deliver all commissioning activity, managing the entire commissioning life cycle from strategic needs analysis, planning to implementation of services within the agreed budget and look at opportunities for income generation, making recommendations to Head of Service as appropriate
  • Utilising innovation to drive the co-design and development of a range of rough sleeping services and specialist housing models in collaboration with colleagues and partners.
  • Provide and direct the development and management of relevant policies, strategies, and implementation plans; ensuring that they are delivered, and contract managed within agreed timescales. Ensure commissioning plans meet key strategic aims and objectives.
  • To undertake cost benefit analysis and develop evidence-based business case options to determine appropriate delivery options to meet identified supported housing needs.

Essential knowledge:

§ Significant experience and understanding of services provided to people within the areas of offending, mental health, substance misuse, and complex needs.

§ Extensive knowledge of Housing Act 1996 part VI & VII (as amended by homelessness Act 2002), and associated case law, Housing Act 1985, 1988 and 2004 and a working knowledge of landlord and tenant law and other appropriate housing legislation or benefit regulations.

§ Extensive knowledge of the duties owed to people under the Children's Act 1989

§ Knowledge of Landlord & Tenant Legislation, the Housing Act 1985, and the Protection from Eviction Act 1977.

Essential experience:

§ Post holder must be educated to degree-level or have equivalent working experience in housing, an advice agency, or busy customer-facing service.

§ Experience working at a strategic level and a significant record of achievement.

§ Broad experience of managing staffing.

§ Experience in bid writing and commissioning of services

§ Significant experience in managing budgets and contracts.

§ Significant experience in the preparation of housing policies and strategies.

§ Experience working effectively with elected Members and in partnership with other agencies, including the voluntary sector and private landlords.

§ Proven experience in managing Homeless intervention and Prevention services and making improvements within a cost-reduction model.
