Purpose of the RoleTo maximise subsidy income for the Council and ensure comprehensive procedures are in place to manage subsidy claims and financial control. This involves managing £68M in annual benefits expenditure, with £62M qualifying for government subsidy.
Key Responsibilities- Manage, motivate, and develop the Subsidy and Financial Control Team.
- Monitor and prevent subsidy losses, aiming for 100% subsidy return, and prepare reports for senior management.
- Ensure reconciliations for Benefits, Non-Domestic Rates (NDR), and Council Tax systems are accurate and timely.
- Maintain accurate records for Housing Benefit subsidy claims and ensure timely submissions to the DWP.
- Liaise with auditors for subsidy claims and respond to audit qualifications.
- Develop team expertise on subsidy processes and financial implications.
- Manage budgets associated with the team and monitor subsidy spending.
- Keep procedure manuals updated and support service delivery improvements.
- Adhere to Council policies on equality, customer care, and environmental standards.
- Comply with health and safety regulations.
- Participate in staff training and development initiatives.
