Job Title: Interim Chief Financial Officer (CFO)

Initial term: 3 months (starting asap)

Location: Hybrid - Base is Council House (Derby) - we are operating a hybrid working model with a mix of remote and on-site working

Hours: 37.5 (flexible)

Day Rate: 780 per day Umbrella Inside IR35

Job Purpose:
The Chief Financial Officer will ensure the financial sustainability of the Integrated Care Board (ICB), meeting the targets set by NHS England and NHS Improvement. The CFO will develop and deliver long-term financial strategies that reflect and integrate the objectives of all partner organisations within the Integrated Care System (ICS).

The role demands joint accountability for planning and resource allocation to meet the four core purposes of ICSs:
* Improving health and healthcare outcomes.
* Tackling inequalities in outcomes, experience, and access.
* Enhancing productivity and value for money.
* Supporting broader social and economic development.

The CFO will develop a financial intelligence function and lead the financial strategy to promote transformational changes, improving health outcomes and reducing inequalities across the ICS.

Key Responsibilities:

  • Strategic financial leadership of the ICB and delivery of financial targets in collaboration with system partners.
  • Lead the development of a shared financial and resourcing strategy that aligns with the ICS's long-term goals.
  • Collaborate with stakeholders across public health, primary care, local government, and the community to achieve transformational improvements in population health.
  • Drive innovative approaches, address health inequalities, and ensure the delivery of place-based budgets.
  • Build partnerships to promote the effective deployment of resources across the system.
  • Influence system-wide leadership and contribute to the delivery of a five-year financial plan.
  • Develop governance structures and risk-sharing mechanisms to ensure system financial balance.
  • Be accountable for developing a financially sustainable approach, leveraging data, and benchmarking to maximise impact.
  • Act as the Data Protection Officer (DPO) for the ICB.

Required Skills & Experience:

  • A qualified accountant with extensive financial leadership experience in a healthcare setting.
  • Proven track record in developing and delivering strategic financial plans within a large, complex organisation.
  • Experience working across organisational boundaries and collaborating with multiple stakeholders.
  • Strong leadership, communication, and analytical skills with the ability to influence and drive system-wide financial strategies.
  • Experience managing financial risks, governance, and resource allocation within an Integrated Care System.
