Job: Interim Capital Programme Contracts Manager

Location: Somerset

Salary: Circa £360 per day Inside IR35 (Negotiable)

Contract Type: Interim - 6-months ongoing

Spencer Clarke Group are looking for an interim Capital Programme Contracts Manager to deliver key projects as part of our Local Authority clients £20m per year Housing Capital Programme. You will take the lead on multiple housing improvement projects including retrofit, compliance, and Decent Homes works across our 5,600 social housing properties.

Key Duties

  • Manage and deliver major housing improvement projects, ensuring they are completed on time, within budget, and to the highest standards.
  • Oversee works to occupied properties, ensuring minimal disruption to tenants.
  • Ensure compliance with health & safety regulations, Planning & Building Control, and CDM 2015.
  • Work closely with contractors, internal teams, and external stakeholders to drive success.
  • Monitor budgets, contractor performance, and project milestones to ensure value for money.

Requirements

  • Experience in project management within social housing, construction, or property development.
  • A strong understanding of building construction, contracts, and procurement.
  • Knowledge of contract management, construction regulations, and health & safety legislation.
  • Ability to multi-task and manage multiple projects at different stages.
  • A relevant qualification (e.g., CIOB or equivalent) OR substantial experience in a similar role.
  • Excellent communication and stakeholder management skills.
