Description

  • Strategic Vision and Leadership: Develop and lead the implementation of forward-looking plans, policies, and strategies to maximise the council's property assets and enhance service delivery.

  • Estate Strategy: Deliver the council's ongoing estates strategy, continuously reviewing and refining it to support place-shaping aspirations and commercial returns.

  • Capital Programme Delivery: Take responsibility for delivering the council's capital programme, ensuring alignment with strategic goals.

  • Process Improvement: Continuously review and improve existing processes and procedures to ensure value for money and operational efficiency.

  • Performance Metrics and Direction: Collaborate with senior managers to set clear key performance indicators, provide direction for teams, and ensure successful implementation of strategies.

  • Development and Collaboration: Lead on strategic site development initiatives, working with internal teams and external stakeholders to unlock new opportunities.

  • Partnerships: Build and maintain relationships with strategic partners across and outside the council to drive development delivery.

Profile

  • Education and Accreditation: A degree-level qualification in a relevant field or equivalent experience, along with professional accreditation (e.g., RICS, Institute of Asset Management) or equivalent proven knowledge and skills.

  • Specialised Expertise: In-depth knowledge in property asset management, strategic estate planning, and public-sector legislation and policy.

  • Leadership and Influence: Substantial leadership experience, with the ability to manage, coordinate, and influence stakeholders effectively.

  • Partnerships and Collaboration: Experience in managing projects, outcomes, and complex partnerships with a track record of delivering successful initiatives.

  • Financial Acumen: Strong financial and commercial skills, with proven experience in managing substantial budgets.
