JOB DESCRIPTION:
COMMERCIAL LEAD
(Governance & Assurance)
The Supply Chain Directorate is the team responsible for all non-IT related procurement, contract management,
contract closure, and supply chain relationship management on the Hinkley Point C (HPC) Project.
This role sits within the Directorates' Client function, whose purpose it is to provide strategic oversight and intelligence
to support delivery for the entirety of the Supply Chain lifecycle. This includes verifying that the Directorate has the
right people, processes, and systems in place to deliver what's needed, and delivering compliance and assurance on
the processes and systems that are being used. The team is also responsible for putting in place ways of communicating and engaging, both internally and externally, across the Supply Chain and for using data and information to create intelligence which can be used in everyday operations to drive improvement.
The Commercial Lead (Governance & Assurance) is accountable for making sure that the Supply Chain Directorate on
the Project has clear processes, procedures, and governance in place that are well managed, aligned, and easily
accessible for end users. Moreover, the role is also accountable for the assurance that these processes, procedures,
and governance are followed by our multi-disciplinary teams and contract partners, and any improvement activities
are followed up to assure compliant, efficient and effective ways of working across the project.
Job Purpose:
This role manages a team (c.8 resources) to make sure that the Governance Framework of the Supply Chain Directorate is complete, aligned and fit for purpose. An effective Governance Framework is essential to ensure that those workingwithin the Supply Chain Directorate have real clarity as to what they are required to do and how to do it, and moreover have the right tools, systems and decision-making forums to support them in these activities.
The CL (Governance & Assurance) is principally responsible for making sure that those responsible for processes and
governance are clear on their responsibilities, that appropriate improvement actions are being taken (where required)
and that the Governance Framework stays aligned as a whole and meets business requirements.
The CL is also responsible for overseeing our Assurance service that provides an independent review of compliance
with, and identifies best practice performance in, the delivery of our Governance Framework, escalating any areas of
specific commercial risk resulting from non-compliance to the Supply Chain Directorate Senior Leadership Team
Role Description:
Accountabilities
* Manage a team who are responsible for the implementation and maintenance of our Governance Framework,
and delivery of Assurance services.
* Work with others across the Supply Chain Directorate to make sure that their responsibilities are accurately
reflected in the above key documents, and that they are managing and assuring the delivery of these services.
* Oversight of delivery of actions identified for improvements to the Governance Framework, and following up
on these actions to make sure they are closed out in a timely manner.
* Oversight of the Supply Chain Directorate Requirements Register and associated management process -
including leading periodic reviews and monitoring delivery of action plans to implement requirements into
Governance through effective process controls.
* Escalate areas of Commercial Risk resulting from non-compliance, or ineffective process, to the Supply Chain
Directorate Senior Leadership Team, with clear action plans for improvement.
Deliverables
* Reporting updates on Governance Framework and outputs from Assurance services to the Supply Chain
Directorate Senior Leadership Team
* Monthly slides for the MSGG and CDC Panel
* Quarterly slides for the Risk and Audit Sub-committee to the HPC GenCo Board
* Directorate Compliance with Management System requirements regarding the maintenance, storage and
update expectations of documents
Dimensions:
* Reporting to the Senior Commercial Lead (People, Process & Assurance).
Knowledge, Skills, Qualifications & Experience:
* A track record of managing or delivering Governance and/or Assurance related activities, preferably within a
nuclear and/or major programme environment.
* Commercial management experience with NEC and/or FIDIC (preferably both) in complex infrastructure or
energy projects.
* MRICS, MICES, MCIPS or similar accreditation (desirable)
* Familiar with the nuclear site licence conditions and the nuclear baseline philosophy.
* Good understanding of the UK regulatory framework.
* Basic understanding of corporate legal requirements is desirable.
* Ability to work with subject matter experts to take complex information and effectively distil this into key
requirements for implementation.
* Ability to engage with individuals at all levels - including holding senior members of staff to account for
actions.
* Excellent communication skills.
* Problem solver who can understand wider strategic context and is prepared to take ownership and work
autonomously to deliver requirements which meet these aims.
