Fox Construction Recruitment are actively looking for a Contract Quantity Surveyor in the Eastleigh area.

Purpose:

To deliver the required outcomesworking with colleagues, partners and stakeholders to ensure all aspects of the project are delivered successfully, mitigating exposure to riskwithin the agreed budget and timeframes.

Role Purpose:

Acting as part of the Commercial Team, responsible for procurement, management of larger budgets and management of significant contracts to ensure successful project delivery. Managing Assistant Quantity Surveyors and Quantity Surveyors.

Main Duties:

  • Producing cost budgets throughout the development life cycle for inclusion in the overall development appraisal and sensitivity analysis
  • Provide advice on Value Engineering opportunities where required.
  • Tendering and selection of Consultants and Contractors including drafting of agreements.
  • Tendering and selection of materials suppliers including drafting of agreements.
  • Participate in the production of construction budgets and estimating functions for each element of project delivery.
  • Monitor, update and report on cash flow for each relevant element of project delivery.
  • Directly accountable for project related budgets and cost centres including design and construction.
  • Financial management of accounts including procurement (in accordance with OJEU processes where required), placing contracts, management of variations, management of payment process, agreement of final accounts and reporting in accordance with EBC Process and Procedures.
  • Management of claims and accurate and timely reporting of claim occurrences.
  • Participate in the risk management process including providing financial information to the risk management schedules and provision of advice on risk mitigation.
  • Review and authorise internal and external invoices related to the project.
  • Capture, record and report on all financial/commercial performance data.
  • Managing, motivating and developing members of the commercial team.

Key Objectives:

  • Interacting and responding to internal/external customers through multiple channels. Working collaboratively with colleagues to improve business processes and customer service and highlight opportunities for empowering customers further. Building customer enabling opportunities into everyday routine in order to reduce customer demand
  • Understanding the Corporate Plan and how individual objectives support the delivery against the Corporate Plan
  • Good understanding of the services provided across the council and a good knowledge of the terminology and acronyms used by the services
  • Ability to quickly learn new systems.

Qualifications:

  • A degree in an appropriate subject (Quantity Surveying)
  • Professional membership (RICs) (desirable)

Knowledge / Experience:

  • Extensive relevant experience and knowledge of development and contracting within a similar role, on projects of similar scale (10m+) and similar nature
  • Able to demonstrate excellent understanding of procurement, letting of contracts, cost management, cost reporting, cash flow production and reporting.
  • An understanding and experience of OJEU procurement rules and processes would be an advantage.
  • Clear understanding of contract documents and obligations.
  • Proven ability to manage large budgets with a high degree of accuracy.
  • Knowledge of legal matters in relation to construction and developments.
  • Be an effective negotiator.
  • IT literate, expertise in Microsoft office package (especially excel and word).
  • Excellent written and verbal communication skills and the ability to disseminate complex financial information.
  • Sound technical health and safety knowledge in relation to construction industry would be desirable.
  • Knowledge of managing and motivating people

Desirable:

Experience in residential development, ideally housebuilding, is essential.
