Our client is a large local government oganisation and looking for a Data Governance Officer to joinh their team

This is initially a 3 month contract which may be extended for the right applicant

You will

To lead, manage and maintain smooth and effective processes for all formal Combined County Authority decision making. Ensure the development and delivery of a coherent and relevant Overview and Scrutiny and Audit Work Programme, and act as the Authority’s Statutory Scrutiny Officer, where nominated by the Authority.

To manage, deliver, develop and monitor all aspects of the County Combined Authority’s interface between the public and ensure that process is maintained, visible and accessible.

• To take an active and progressive role in developing and supporting the Combined County Authority’s governance, and its overview and scrutiny function including: work programming, advice, research, report writing, managing projects and monitoring progress and outcomes.

• To prepare agendas in line with statutory deadlines and strict adherence to legislative requirements, ensuring all reports are received in accordance with such deadlines and are consistent with corporate guidelines, advising and guiding on format, recommendations and content as necessary.

• Provide, develop and deliver training to all the Members of the Combined County Authority and in particular the Members of its Overview and Scrutiny and Audit Committees. Ensure that good policy development and effective and efficient overview and scrutiny processes are in place within the Combined County Authority’s overall democratic processes and governance arrangements.

• Ensure compliance with all the necessary governance duties of the Combined County Authority in accordance with the Constitution. These duties will include providing/sourcing procedural and legal advice to Members, Officers and the public in respect of decisionmaking and associated governance procedures, working with the Monitoring Officer. • Develop and maintain effective, strategic relationships and communication between all the Combined County Authority’s Advisory Groups; relevant stakeholders; partner organisations; and wider community to enable them to contribute effectively to decisionmaking and overview and scrutiny.

• Lead and manage the preparation and publication of the Combined County Authority’s Constitution and related information on the Authority’s website to ensure it is up-to-date and accurate and reflects statutory requirements changes in legislation, regulations to procedures policy, practice and the decisions of the Authority.

• Work as part of a team ensuring that the Combined County Authority’s democratic process, audit and overview and scrutiny functions are provided and understood throughout the Combined County Authority and within its Constituent Councils and partners.

• Set up the Independent Members Remuneration Panel (in accordance with the Local Authorities (Members Allowances) (England) Regulations 2003) and direct and lead the work of that Panel in line with statutory requirements on behalf of the Council, acting also as its impartial independent adviser and deliver the Members’ Allowances Scheme.
