Interim Building Surveyor

Location: South West (Devon) - Hybrid Working

Contract: Interim/ongoing

Our client, a local authority in Devon, is seeking an experienced Interim Building Surveyor to support the responsive and planned maintenance of their diverse property estate. This role will be instrumental in delivering condition, asbestos, and accessibility surveys, ensuring statutory compliance, and managing building-related health & safety risks across a complex and varied portfolio.

Key Responsibilities

  • Manage day-to-day responsive maintenance and deliver the planned maintenance programme across the council's estate.
  • Support the delivery of the Corporate Estate Asset Management Plan, ensuring assets are maintained in line with strategic priorities.
  • Act as the subject matter expert for a designated area of building-related statutory compliance, such as fire safety management.
  • Conduct condition, asbestos, and accessibility surveys, ensuring findings inform maintenance strategy and investment planning.
  • Oversee H&S risks within building maintenance, working closely with the Facilities Manager (Hard Services) to ensure compliance.
  • Lead on building-related projects, ensuring works are completed on time, within budget, and in line with regulations.

Qualifications/Experience Needed

  • Degree (or equivalent) in a property-related subject (e.g., Building Surveying).
  • RICS or CIOB membership (or eligibility within 18 months).
  • Extensive knowledge of building construction, planning, and building regulations.
  • NEBOSH certificate in a relevant area.
  • Deep understanding of health & safety legislation and risk management.
  • Delivering reactive maintenance and planned maintenance programmes.
  • Conducting building surveys and prioritising maintenance works.
  • Acting as a competent person for statutory compliance in a multi-site environment.
  • Managing building projects from inception to completion.
