Role: Interim Public Health Consultant – Substance Misuse
Location:Â Southwest based Local AuthorityÂ
Set-up: Hybrid
Rate: £400/day via umbrella, inside IR35
Duration: Initial 6-month contract
Hours:Â 29.6 hours per week
Purpose of the job
The main purpose of this post is to provide professional public health leadership, advice and support to the Council and other parts of the local health and wellbeing system, including the Integrated Care Board, Primary Care Networks and Local Community Networks.
The role includes providing appropriate input to policy and the commissioning cycle and ensuring health improvement and reducing inequalities is a key outcome of the process.
The Interim Consultant in Public Health will provide specialist public health advice and expertise and lead on substance use.
Expected outcomes of the project:
- The individual will play a major part in the delivery of key health programmes where will provide specialist public health advice and expertise and lead on substance use
- Deliver the somerset drug and alcohol strategy
- Develop the specialist treatment services according to the evidence base
- Comply with the DATRIG reporting requirements
- Develop the OST and needle exchange pharmacy specification
- Advise the Council on their obligations and duties arising from the statutory/regulatory framework covering substance misuse
- Commission and/or act as the Council’s Lead Client in relation to services
- Create, monitor and review frameworks of performance measures and quality standards to be applied in the delivery of services for substance misuse
- Design, develop and utilise information and intelligence systems to underpin public health improvement and action across disciplines and organisations
Requirements:
- Inclusion in the GMC Specialist Register/GDC Specialist List/UK Public Health Register (UKPHR) for Public Health Specialists
- Demonstrable knowledge and understanding of the statutory, policy and strategic commissioning framework within which specialist services operate and their context within local government and the NHS as a whole
- Significant experience of working successfully with Members and Directors on complex issues and the development of strategic direction
- Demonstrable experience of partnership working, including the ability to influence, and where required, lead multi-agency projects and initiatives with particular reference to standard setting and whole service commissioning
- Track record of operating corporate projects and providing clear advice on policy options and policy development
