Position: Head Of Integrated CommissioningLocation: Gloucestershire County Council & Gloucestershire Integrated Care Board (ICB)Rate: £48 - £53 per hourWork Arrangement: Hybrid (one day per week in the office)Role OverviewPertemps are recruiting for an exciting opportunity for an experienced Head of Integrated Commissioning to play a pivotal role in shaping and delivering services across Gloucestershire. With a focus on intermediate care, you will lead a team of eight commissioners across the County Council and the ICB, ensuring seamless integration and impactful delivery of services that support the system’s flow and strategic goals.Key Responsibilities:
  • Lead and manage a team of eight commissioners, fostering collaboration across both organisations.
  • Drive the strategic planning and development of services that enhance system flow in Gloucestershire.
  • Ensure alignment and integration of workstreams across Older People’s, Disabilities, and Mental Health Adult Services, addressing strategic, cross-cutting priorities.
  • Oversee the commissioning of intermediate care services, early intervention offers, and preventive initiatives.
  • Drive innovation in service delivery, ensuring effective reablement, therapy services, and the integration of Technology-Enabled Care.
  • Coordinate pathways and strategies for Acquired Brain Injury (ABI), neuro rehabilitation, and equipment services.
  • Manage hospital discharge pathways (P0-P3), ensuring optimal outcomes and system efficiency.
  • Provide leadership in navigating and implementing Section 75 arrangements between the County Council and the ICB.
  • Communicate and negotiate complex, sensitive, and contentious information effectively with senior stakeholders, ensuring buy-in across all levels.
  • Ensure the delivery of commissioning priorities in line with national policies governing integrated health and social care.
  • Provide strategic coordination for Local Authority Occupational Therapy, NHS Community Therapies, and other therapy services.

Candidate ProfileEssential Skills & Experience:
  • Extensive experience at a Head of Service level in Integrated Commissioning.
  • Proven track record of leading integrated partnerships between Local Authorities and Integrated Care Boards (ICBs).
  • Deep understanding of national policy related to intermediate care, reablement, and hospital discharge pathways.
  • Strong strategic leadership, with the ability to manage complex cross-organisational teams and initiatives.
  • Demonstrated ability to navigate and manage sensitive and contentious issues with senior stakeholders.
