Strategic Procurement Officer

Gloucestershire County Council are looking for a Strategic Procurement Officer to join their Adult Social Care Service. There is a requirement to be on site a least twice a week.

Responsibilities:

  • You will support or lead tender activity or act in a support role to provide specialist support or analytical services to the team or its customers.
  • Provide commissioners or other clients with pragmatic and informed advice so that customer outcomes and value for money requirements met or exceeded
  • Utilise specialist knowledge or expertise to achieve superior outcomes
  • Undertake market and supplier research to inform the development of commissioning and commercial thinking
  • Undertake or lead discreet procurement projects and attend project/review board meetings as required
  • Assess Social Value and work to maximise it through your work
  • Assess and manage to risk associated with each activity
  • Prepare a procurement strategy that describes your procurement findings and recommended approach

Requirements

  • Demonstrate a good level of procurement knowledge and expertise, ideally within Adult Social Care
  • Experience working in a procurement or commissioning environment
  • Experience of managing significant or complex tenders
  • High level of knowledge about procurement in the public sector
  • High level of literacy and numeracy evidenced by GCSEs Grade A-C (particularly in Maths and English)
  • Hold or be working towards CIPS Level 3 or equivalent
