Join the dynamic Network Management team as a Principal Network Compliance Officer, where you will play a vital role in maintaining road networks to the highest standards. In this role, you will oversee inspections, enforce highway regulations, and work collaboratively with partners to deliver safe and compliant street and highway works.Key Responsibilities:
  • Lead daily inspection and enforcement regimes under the New Roads and Street Works Act, the Highways Act, and related safety inspections.
  • Enforce relevant legislation, issuing formal notices, coordinating with the Police, Council departments, and partner agencies.
  • Supervise statutory undertakers’ works to ensure compliance with Council policies, and the delivery of the Council's Network Management Duty.
  • Oversee highway safety inspections, ensuring that any identified issues are addressed in line with required standards.
  • Represent the Council in public meetings, inquiries, and legal proceedings, providing technical guidance and ensuring compliance.
  • Prepare reports and statements of evidence for legal cases and present findings in court when necessary.
  • Collaborate with other sections, departments, and external stakeholders to ensure smooth and compliant street works and highways management.
About You:We’re looking for someone with a comprehensive understanding of relevant legislation including the Traffic Management Act 2004, the New Roads and Street Works Act 1991, and the Highways Act 1980. You’ll need to have experience in highway enforcement, inspections, and compliance, as well as a proven track record of working in partnership with various stakeholders to achieve objectives.Key Skills and Experience Required:
  • Expertise in the New Roads and Street Works Act and Traffic Management Act.
  • Strong knowledge of the London Permit Scheme and highways safety codes of practice.
  • Proven ability to carry out effective inspection regimes and enforcement actions.
  • Experience with managing legal cases, including evidence preparation and court presentations.
  • Excellent communication skills with the ability to liaise with a wide variety of stakeholders.
  • Strong IT skills with proficiency in word processing, presentation software, and database management.
Qualifications:
  • A relevant Street Works Supervisor qualification or significant relevant experience.
  • Full, clean driving licence.
