Director - Major Infrastructure Delivery

Specific Role Accountabilities

The post holder will be accountable for the development, design and delivery of the local authorities Major Infrastructure and large Highways improvement projects. This will principally cover but is not limited to the disciplines of highways, transport, environment and waste plus related areas, including the nationally significant Thames River flood alleviation scheme.

To assist other directorate areas in the development of the local authorities forward pipeline programme of major projects to ensure successful delivery once these projects are passed over for delivery within this service area. To provide strategic leadership for the River Thames Scheme, liaising with Environment Agency and government departments to rescope the scheme and ensure there is a robust route for delivery of the Full Business Case and any future construction phase.

Also providing assurance to the local authorities political and executive leadership on the capacity and capability of the joint project team to deliver against the programme. To lead the development of a more robust approach to community engagement in the delivery of infrastructure projects for the Directorate, working closely with the PMO and Engagement professionals. To provide professional advice on policy and operational delivery of major projects. To lead the provision of Professional Design Services and Construction Services to ensure the collaborative delivery of a complex range of inter-linked transport and infrastructure activities.

To build strong and effective relationships and networks with internal and external partners at a strategic level in the delivery of major projects and infrastructure. To act as the strategic development lead for major projects with Homes England, Highways England, the Department for Transport, Network Rail, Transport for the South East, Environment Agency and other regional and national bodies. To ensure the delivery of capital and complex projects through multiple contract arrangements, ensuring appropriate governance and performance monitoring is in place, whilst utilising highly developed commercial acumen.

Being accountable for the appropriate application of public resources, ensuring liaison with key internal colleagues (e.g. legal, finance, HR, procurement, commissioning) on development of schemes. The role will be responsible for working on strategic projects across the organisation to ensure successful delivery of corporate priorities.

Knowledge, Qualifications, Skills and Experience

  • Degree level or equivalent qualification plus substantial management experience in a complex business environment.
  • Post degree qualification in leadership or an appropriate discipline desirable. ï‚·
  • Membership of appropriate professional body and/or evidence of continuing professional development (CPD).
  • Knowledge of concepts, principles and practices gained through extensive experience and development in a specific field relevant to the role.
  • Deep understanding of the relationship between different aspects of Place based services.
  • Knowledge of the issues facing local government and the wider economy and how they impact relevant service areas.
  • Ability to balance strategic leadership and direction with effective operational management through effective business planning and performance management.
  • Experience of financial planning and delivery of financial plans including significant savings.
  • Ability to foster an open and trusting culture with the ability to lead change through others and inspire high levels of performance.
  • Outstanding relationship management and networking skills, and the ability to foster joint working across service boundaries.
  • Proven skills in customer and stakeholder management, ensuring the reputation of the Client is maintained and enhanced.
  • Experience of working collaboratively with supply chain partners to deliver results, whilst having demonstrable experience of managing contract performance.
  • Excellent analytical thinker able to apply a significant degree of evaluative judgement and provide practical and creative solutions.
  • Strong track record of partnership building and driving value for money.
  • Political sensitivity with an ability to make progress in complex policy areas and a strong belief in the value of local democracy and accountability.

Rate of Pay

Umbrella: £950
