Our client, a local authority in West Yorkshire, is seeking an experienced Interim Service Director - Environmental Services to lead and drive their waste management, fleet operations, countryside management, and street scene services. Reporting to the Corporate Director, this role will be pivotal in overseeing large-scale contracts, ensuring compliance with environmental regulations, and enhancing service delivery to meet the needs of the local community.

Key Responsibilities

  • Provide strategic oversight and operational management for waste-related services and contracts, fleet operations, street scene maintenance, countryside management, and council depots.
  • Serve as the Nominated Responsible Officer for the Council's Transport Services Operator Licence, ensuring compliance across transport operations.
  • Manage and uphold the contractual relationship with the Council's Waste PFI partner to meet national and local recycling and waste reduction targets.
  • Negotiate and manage high-value contracts effectively, ensuring adherence to standards and successful stakeholder engagement.
  • Act as a key representative for the council within partnerships, building effective relationships with Elected Members, residents, community organisations, and other business sectors.
  • Collaborate across council departments to create sustainable improvements in environmental service delivery and explore opportunities for beneficial partnership initiatives.
  • Uphold good governance principles and ensure all services are delivered within the legal and regulatory frameworks, including compliance with environmental legislation and Operator Licence requirements.

Key Skills & Knowledge

  • In-depth knowledge of waste management, recycling, and disposal on a large scale, with experience minimising environmental impact in operational services.
  • Strong understanding of contract management, stakeholder relationship management, and governance in a public sector context.
  • Demonstrated success in collaborating with diverse stakeholders to achieve strategic environmental objectives.
  • Extensive experience in a senior operational role within local authority environmental services, ideally encompassing street scene, waste management, highways, and large-scale contracts (PFI experience desirable).
  • Proven track record of successful team management, leading high-performing teams to meet corporate objectives in complex settings.
  • Degree in a relevant field or equivalent industry experience.
