We are working with a local authority in Leeds to find a Capital Project Manager for a permanent position.Annual Salary: £48,069 - £54,690Location: LeedsJob Type: Hybrid (approximately 2 days per week in office)We are seeking a Project Manager to lead the development and direct delivery of major economic implementation and transformational projects, focusing on housing and grant funding agreements. This role has arisen due to urgent need after several recruitment attempts. The successful candidate will have experience in capital projects and the associated political dynamics, not necessarily within local authorities.Day-to-Day of the Role:-          Lead the development and delivery of housing projects and grant funding agreements.-          Manage land and property development including commercial negotiations and legal complexities.-          Develop business cases in line with the Treasury Green Book and manage projects with devolved funding, ensuring compliance with criteria.-          Represent the organisation at key partnership meetings and negotiate commercial contracts.-          Work closely with external partners to align project development with broader economic growth and regeneration strategies.-          Provide expert advice on operational, commercial, and development strategies.Required Skills & Qualifications:-          Experience in managing capital projects, particularly in housing and regeneration.-          Knowledge of commercial negotiations, place making capital, and managing commercial contracts.-          Experience with Treasury Green Book business cases, contract, and project management.-          Strong leadership skills and the ability to manage multi-disciplinary teams to deliver complex projects.-          Excellent communication skills, capable of effectively negotiating and managing relationships with various stakeholders.-          Relevant degree or professional qualification (e.g., PRINCE2, RICS, ICE, APM, CIOB) is preferred.
