Job Title: Waste Services Manager (Temporary)

£30-£40ph

Location: Leicestershire

Overall Purpose of Role:To lead the council’s waste management services, including residential and commercial collections, HWRC provision, and related waste treatment. Ensure strategic alignment with sector legislation and council priorities.

Key Responsibilities:

  • Leadership & Strategy:

    • Develop and implement waste management strategies.
    • Provide input and advice to council leaders and politicians.
    • Ensure compliance with statutory requirements and UK regulations.
  • Operational Management:

    • Coordinate resources and operations for waste services.
    • Oversee outsourced waste services and PFI contracts.
    • Manage financial control, legal risks, and contract compliance.
  • Stakeholder Engagement:

    • Represent the council in waste management matters.
    • Engage with delivery partners and stakeholders.
    • Facilitate public consultations and attend relevant meetings.
  • Performance & Compliance:

    • Ensure service standards and objectives are met.
    • Monitor and manage risk, including financial and operational risks.
    • Develop and maintain policies, procedures, and business continuity plans.
  • Team Development:

    • Lead and develop the waste management team.
    • Promote professional development and high performance.
    • Foster an inclusive and collaborative working environment.

  • Coordinator:

    • Organize service operations and resources.
    • Utilize technical skills and knowledge for strategic challenges.
    • Facilitate development and change initiatives.
  • Guarantor:

    • Fulfil statutory duties and delegated responsibilities.
    • Ensure compliance with legislation and council policies.
    • Manage budgets and ensure value for money.
  • Ambassador:

    • Represent the council at meetings and events.
    • Provide advice and information to inform decisions.
    • Engage with stakeholders and delivery partners.
  • Collaborator:

    • Build and maintain professional relationships.
    • Work collaboratively on shared priorities and statutory obligations.
    • Promote inclusive and effective working practices.
