Sellick Partnership is partnering with a Local Authority to recruit a Capital & Treasury Manager on a permanent basis.

We are seeking a strategic finance professional to lead the Council's borrowing and investment strategy. You will provide expert advice on complex development and investment proposals, including joint ventures and major capital projects, ensuring financial feasibility. Using your specialist knowledge in corporate finance, treasury, and local authority capital expenditure legislation, you will maximise resources and drive sustainable financial management.

The Responsibilities of the Capital & Treasury Manager will be;

  • Prepare and manage capital budgets, forecasts, and financing plans, ensuring effective monitoring of outcomes.
  • Lead the preparation and reporting of capital monitoring reports.
  • Oversee and develop a team of three finance professionals providing financial support to the Council.
  • Prepare and review working papers for the statement of accounts, ensuring timely responses to auditors.
  • Develop and maintain the Council's investment, borrowing, and capital financing policies, aligning them with strategic objectives.
  • Execute major treasury decisions to secure the best rates while minimising credit exposure and financial risks.
  • Ensure daily borrowing and investment decisions comply with policy and financial regulations.

The Ideal candidate for the Capital & Treasury Manager will have;

  • Fully qualified accountant (CIPFA, ICA, ACCA, or CIMA).
  • Extensive experience in budgeting and forecasting.
  • Advanced expertise in treasury management.
  • Strong knowledge of accounting and financial forecasting.
  • In-depth understanding of capital investments and local authority capital legislation.
  • Staff management experience.
  • Strong stakeholder management.
