Job Title: Principal Waste Haulage Officer

Responsible To: Team Manager, Contracts & Haulage Operations 

Responsible For: Transport Supervisor, Haulage & Waste Officer, and associated operational staff

Key Relationships/Liaison with: Commissioners, Suppliers and Contractors, Members of the Public, Elected Members, Businesses, Public Sector bodies including District/Borough and Parish Councils

Job Purpose

To manage key, high-value (£3 to £6 million) waste contracts, support the development of waste management haulage services, and deliver operational commissioning processes from planning to implementation.

Main Duties and Responsibilities

Ensure services benefit the people of Leicestershire.

Maintain effective partnerships with statutory, voluntary, private agencies, District & Borough Councils, and communities.

Deliver activities efficiently and effectively.

Provide technical advice to Members, partners, customers, and stakeholders, including writing reports.

Support performance management of services and teams to drive continuous improvement.

Protect and manage information securely, reporting breaches in line with Council policies.

Manage key waste contracts, including Treatment, Recycling, Energy from Waste (EfW), and Landfill contracts.

Lead major waste haulage service development and procurement exercises.

Prepare contract documentation in accordance with EU legislation and County Council procedures.

Manage and monitor relevant waste budgets.

Deputise for the Team Manager and Principal Waste Operations Officer as required.

Manage directly delivered services, particularly haulage operations.

Support and advise the Strategic Commissioner on operational commissioning and direct service provision.

Manage a team, developing their skills and competencies to support changing priorities.

Define requirements for business systems, data collection, reports, and information analysis.

Participate in recruitment, induction, training, and development programmes.

Undertake Performance Development Reviews (PDR) and performance management of staff.

Special Factors

Work may involve duties outside of normal working hours and operating annualised hours as demanded by the service.

Significant periods may be spent at various sites, including Loughborough Waste Transfer Station, Mountsorrel RHWS, Croft Depot, and the planned new Waste Transfer Station and Depot at Bardon.

Home working and work at different locations across the County may be required.

Attendance at training courses, conferences, seminars, or other meetings as required.

Expenses will be paid in accordance with Local Conditions of Service.
