A local authority is seeking an experienced Solutions Architect to support the implementation of the Oracle Programme and broader IT strategies within the council, on an interim basis for 6 months with potential to extend. This role is a pivotal position focused on IT systems solution architecture. The key responsibilities include:

  1. IT Systems Solution Architecture: Design IT systems architecture aligned with best industry practices (e.g., TOGAF) and the council’s methodologies. This involves identifying IT solutions that add value to stakeholders and the council.
  2. Stakeholder Engagement & Analysis: Engage with stakeholders to understand their needs, conduct thorough analysis, and design architectural solutions that meet these needs while aligning with the council's strategic objectives.
  3. Documentation & Requirements Analysis: Provide detailed documentation of business and IT requirements, and design principles, and evaluate suitable IT solutions. You may also identify funding opportunities, conduct cost/benefit analysis, and develop business cases.
  4. Systems Mapping & Repository Maintenance: Map complex IT systems according to the council's metamodel, ensuring the architecture repository and other records are current.
  5. Customer Relations & Service Alignment: Maintain effective customer relations by understanding their service delivery needs and ensuring that solutions align with both their needs and the council’s strategic objectives.
  6. Governance & Project Support: Provide governance and support to project boards, ensuring that IT systems delivered align with design principles and strategic goals.
  7. Technology Trends Monitoring & Strategy Development: Stay updated with technology trends and support the development of council strategies to address the evolving technology landscape.
  8. Service Delivery Improvement: Continuously review and develop systems, processes, and procedures to enhance service delivery and ensure compliance.
  9. People Management: May involve managing a team or overseeing the delivery of complex services, with a focus on maximizing individual and team contributions.

Skills and Qualifications:

  • Educational Background: Degree-qualified or significant vocational experience in relevant roles, with professional qualifications in relevant architectural disciplines.
  • Technical Expertise: Strong knowledge of computerised business systems, IT architecture, terminology, security, and enterprise systems, with a requirement for TOGAF certification.
  • Analytical & Problem-Solving Skills: Proven ability to conduct analysis, problem-solving, and make strategic recommendations.
  • Communication & Interpersonal Skills: Strong written and oral communication skills, with the ability to negotiate, influence, and work collaboratively with internal and external partners.
  • Project & Resource Management: Proven ability to manage projects from inception to completion, including budget/resource management.

This role is critical in bridging the gap between business needs and IT solutions, ensuring that the council's IT systems are robust, future-proof, and aligned with strategic goals.
