The Role


The Database Migration Engineer is responsible for converting old Access databases to SQL Servers, SharePoint lists, and other modern database systems. They will support complex data migration projects and lead multi-disciplinary teams to ensure seamless transitions and minimal disruption to business operations. This position is key to the successful delivery of data migration projects and will work across the organization and with internal and external suppliers. The post holder will ensure that projects are delivered within budget, quality, and scope, and they are also responsible for project reporting and the production of all project-related documents.

Responsibilities:

  • Manage data migration projects to deliver technology and cultural change across the council.
  • Deliver specific elements, tasks, and/or work-packages for larger IT/Technology and/or digital projects, being wholly accountable for the quality and timeliness of the products.
  • Design, develop, and lead projects to deliver client-responsive, cost-effective solutions to current and future business challenges, including undertaking qualitative and quantitative research and benchmarking exercises.
  • Prepare and present reports, including recommendations, for Senior Managers on outcomes of research, project plans, and monitoring as well as proposals linked to the delivery of all projects in their remit.
  • Play a key role in influencing decision-making by planning, establishing, developing, and maintaining effective working arrangements with stakeholders and partners to ensure contentious projects are undertaken in an effective and efficient manner.
  • Write and manage Communication and Engagement plans for all projects by working with the Infosys, Shared Technology Service and other stakeholders in the delivery of a modern and reliable infrastructure.
  • Create and implement controls, and procedures in accordance with good practice.
  • Be responsible for project budgets, ensuring projects remain within budget.
  • Provide best practice advice and support to all members of the project group in relation to project documentation and take ownership of deviation from the standard.
  • Influence stakeholders to achieve the desired outcomes of a project, with the ability to hold difficult conversations at times, to ensure all project group members are aligned with the project vision.
  • Monitor all projects' performance and escalate when necessary.
  • Carry out benefits realization tracking activities for all projects.
  • Manage project boards, including coordination, preparing project documentation, and chairing the project boards.
  • Matrix management of project resources, including project support officers, consultants, and third-party suppliers, and coordination of all project group members, including senior officers depending on the project.
  • Engage with external suppliers to reach the desired outcome of meetings. The post holder will be expected to maintain excellent relationships with suppliers, attending off-site meetings from time to time as well as wholly leading on initiatives.

The Person

Knowledge, including educational qualifications:

  • Practical working knowledge of data migration best practices, including methods, processes, tools, and techniques to control risks and achieve outputs and benefits (Essential)
  • A relevant degree and/or professional qualification, or work experience of at least equivalent level (Essential)
  • Knowledge of technology suppliers, agile approaches, and transition to BAU in an IT setting (Essential)

Experience:

  • Experience in a complex organization with a strong customer focus, with experience of managing data migration projects (Essential)
  • A record of achievement in supporting project delivery in an environment of inter-dependent projects (Essential)
  • Experience of dealing with external stakeholders, including suppliers and third-party contractors (Essential)
  • Developing strong relationships with all levels of the organization (Essential)
  • Communication with a range of people from different backgrounds (Essential)
  • Clear understanding of how to manage and monitor risk (Essential)
