JOB SUMMARY
The Council is focused on delivering the best possible outcomes for its communities. To do this the Council needs employees who thrive in an agile and networked organisation and who can support continuous improvement within a constructive organisational culture. The Outreach and Engagement Manager: Libraries reports directly to the Libraries and Heritage Lead and is responsible for leading the library service and outreach and engagement across the borough focusing on Libraries. Working closely with the Customer Service Supervisors and other colleagues to ensure a core offer is delivered along with a programme of activity. The role sits within the Culture and Heritage Services.




MAIN AREA OF RESPONSIBILITIES
  • Working with manager and colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement
  • Identify best practice in the sector and arrange for new and innovative services or projects to be piloted, including fundraising
  • Responsible for the budgets in relevant service areas, including generating income and seeking funding opportunities
  • Collaborate with a range of colleagues and partners across the council's borough and the voluntary community sector to promote the Culture and Heritage Service, to develop targeted physical and digital projects and seek suitable funding to deliver and sustain them
  • Support the Outreach and Engagement Officer: Community Hubs to develop the Community Hub strategy in libraries by ensuring colleagues enable the community and other services to use the library spaces
  • Responsible for the overview of building issues, escalating building maintenance and IT issues, where necessary, to ensure the health and safety of the staff, public and volunteers, ensuring services can be delivered to the required standard
  • Review performance with library frontline staff ensuring targets are integrated into individual performance targets drawn from the Culture & Heritage service plan, monitored through regular meetings and action planning
  • Develop and ensure delivery and promotion of the physical and digital strategy, programming, and operational planning for the range of Culture and Heritage services in liaison with others, empowering the community to engage with culture and heritage. Providing support to frontline staff to ensure a range of digital and physical services are delivered

PERSON SPECIFICATION

  • Demonstrate evidence of a background working across the Culture or Heritage sectors at management level and a good understanding of the culture and heritage sector
  • Demonstrate an understanding of setting up income generation working models and experience of increasing income generation
  • A relevant Libraries or Culture qualification or equivalent experience
  • Strong organisational skills with the ability to work on own initiative and to plan, prioritise and manage multiple concurrent project
  • Demonstrate innovation and creativity - the ability to take a holistic view of activity across the service and understand where there may be opportunities for development
  • Experience working in a housing association or council

CONTRACT
  • 12 month fixed term contract with the opportunity to extend
  • PAYE via Umbrella
  • Monday to Friday 9am to 5pm
