Our client, a local authority, is currently seeking a Senior Finance Analyst for a contract position. This role involves providing essential financial support and analysis within the housing sector - as well as offering flexibility of being a hybrid role, 3 days onsite.

Key Responsibilities:
  • Preparing the HRA annual statement of accounts and notes, and handling subsequent audit queries
  • Conducting annual housing rent setting and tenants' service charge reviews
  • Maintaining financial models for rent setting, service charge reviews, and the HRA Business Plan
  • Supporting the preparation of HRA budgets for the council's annual Medium Term Financial Strategy (MTFS) review
  • Submitting financial data for the annual core benchmarking exercise
  • Preparing and submitting statutory housing returns - LAHS, LADR, RO, RA
  • Managing two Finance Analysts and supporting Graduate Trainees
  • Ensuring budget monitoring positions are understood and taking mitigating corrective action for projected overspends
  • Participating and networking with external parties and partners on a national level
Financial Support Responsibilities:
  • Providing clear financial advice to senior stakeholders and presenting financial information to committees and forums
  • Managing monthly financial monitoring
  • Assisting in the submission and understanding of various statutory and benchmarking returns
  • Overseeing budget modelling to determine financial impacts of future service demands and legislative changes
  • Reviewing benchmarking information and identifying efficiencies and savings
  • Supporting the delivery of projects with complex financial implications
  • Identifying funding sources for projects and preparing bidding documentation
  • Closing the accounts annually, ensuring statutory deadlines are met
  • Providing innovative financial solutions for projects within constrained budgets
  • Reviewing the viability and value for money of various development schemes
  • Reviewing estate regeneration schemes to maximise viability, including scenario modelling on tenure mixes and phasing
  • Maintaining awareness of the wider housing political and economic climate to maximise housing supply
Job Requirements:
  • CCAB-qualified accountant
  • Evidence of significant relevant continuing professional development (CPD)
  • Practical experience in preparing HRA annual statements and handling audit queries
  • Experience in annual housing rent setting and service charge reviews
  • Proficient in maintaining financial models for housing-related financial planning
  • Understanding of preparing HRA budgets and conducting financial monitoring
  • Experience in managing statutory housing returns and benchmarking exercises
  • Ability to provide robust financial advice to senior stakeholders
  • Experience in managing and supporting a finance team
