Positive Employment is currently recruiting for a Health, Safety and Repairs Operations Manager for our client a local government organisation in Kensington, London.
The successful post holder will act as SHEQ (safety, health, environment and quality) lead across repairs and refurbishment, promoting the highest levels of health and safety across Lancaster West Neighbourhood Team, Grenfell Housing Services and Notting Dale Heat Network. They will lead the management of Baseline Studios including management of facilities contracts for repairs and cleaning.
The post holder will be responsible for managing their green fleet, their stores, uniforms, PPE, and stock on Lancaster West, and working with the wider service to ensure that residents are kept updated and informed throughout their repairs journey.
This is initially a 3 month contract with the possibility to extend after that date.
Duties and Responsibilities but not limited to:
Health and Safety:
- Lead exemplar levels of health and safety across all LWNT and GHS operations (in partnership with corporate and departmental health and safety managers) and ensure that relevant Task Specific Method Statements and Risk Assessments are available for tasks such as Work at Height, Electrical, COSHH and Manual Handling.
- Provide H&S advice and assurance including in the assessment of tender submissions and contractor H&S plans.
- Liaise with procured Principal Designers to ensure refurbishment and CDM requirements are met, and external validation is sought where required.
- Lead on accident/incident reporting and undertake RIDDOR reporting where required.
- Manage and monitor the delivery of FRA actions to ensure these are completed in line with target.
- Ensure adequate level of first aiders, fire marshals, and mental health first aiders are in place across LWNT and GHS, and that adequate training and supplies are available across all workplaces.
Stores, PPE, and Fleet Management:
- Manage daily processes such as stock keeping, inventories, vehicle checks and charging, security monitoring, materials ordering and payments.
- Manage and support staff in the ordering and payment of materials for the delivery of the service.
- Manage maintenance of and daily checks for fleet, including electric vehicles and peddle-powered fleet.
- Set up a register for the handheld devices, vehicles, and tools for operatives and maintain coordination through liaising with the relevant managers.
- Ensure adequate supplies of PPE and signage is available and able to be used by LWNT and GHS.
- Ensuring emergency stock for Out of Hours emergencies is available, for example in relation to flooding, power outages, lighting failures, and fire and that contingency plans are in place and staff are aware of how to access and utilise these.
Baseline Facilities Management and Cleaning:
- Manage and contract manage all facilities and property safety management for Baseline including cleaning and repairs.
- Lead on PPM required for Baseline Business Studios.
- Manage the LWNT cleaner and ensure sufficient cleaning of all staff offices and sites is undertaken to maximise hygiene.
- Ensure efficient use of storage and disposal of bulk waste from Baseline Studios.
General:
- Support in the set up and roll out of new systems to support the delivery of the repairs services for LWNT.
- Deliver responses to residents’ queries, complaints and compliments - remaining courteous, professional and cooperative at all times.
- Advise and support all roles associated with the use of CRM, Capita, DRS, Open Contractor and Service Connect such as, Repairs Coordinators, Planners, Supervisors, Neighbourhood Advisers and Resident Engagement Leads.
- Provide cover for Repairs and Maintenance Manager / Assistant Head of Repairs and Maintenance, including the planning, coordination and delivery of day-to-day.
Personal Requirements:
- Relevant health and safety, fire safety, or CDM qualification.
- Experience of delivering a front-line repairs, voids or relevant property services.
- Experience of contract and commercial management, and budget monitoring.
- An understanding of systems , processes and administration required for delivering a responsive repairs and voids service for social housing.
- An understanding the legislative requirement in relation to health and safety, and able to promote a safety-first culture throughout the wider team.
Working Hours: 36hrs / 8:00am - 16:00pm / Monday to Friday
Pay: £34.48 per hour
